(LLCT) - The Fourth Industrial Revolution (FIR) has made comprehensive, extensive, and fast impacts on all areas of the social life, including training and education. Many issues have been raised to the training and fostering of cadres such as renewal of the institution governance, renovation of training and fostering methods and enhancement of lecturers’ competence. In this reality, the article suggests some solutions to improve the quality of cadre training, including renewal of mechanisms and policies, renewal of administration; enhancing the quality of lectures; renewal of training work; promotion of scientific research and practical review.

However, a number of problems must still be overcome.

(LLCT) - In 1984, the Director of the Nguyen Ai Quoc Supreme Party School (Ho Chi Minh National Academy of Politics now) decided to establish the Section of Socialist Culture for training and cultivating the Party’s cultural theory, culture and literature - art guidelines for the contingent of key leaders and managers. In 1989, the Section of Socialist Culture was upgraded into the Faculty of Socialist Culture. Further, there were established Faculties of Socialist Culture in the branch institutes of the system of the Party schools (the local academies now).

The Opening Ceremony of the First Refresher Course for Reserve Senior Officials was held at the Ho Chi Minh National Academy of Politics on 27 March 2013. Mr. To Huy Rua, Member of the Politburo, Secretary of the Party Central Committee, Head of the Organization Department of the Party Central Committee, and Head of the Course Steering Committee, attended the ceremony and delivered an instructional speech. Mr. Ta Ngoc Tan, Member of the Party Central Committee, Party Committee Secretary and Director of the Academy, and Member of the Course Steering Committee, made a speech and promised to the Politburo and the Secretariat of the Party Central Committee that the Academy would successfully organize this course with all its
