International cooperation contributes to elevating the position of the Ho Chi Minh National Academy of Politics

(LLCT) - Paper written for the International Scientific Seminar entitled “International cooperation and the development of the Ho Chi Minh National Academy of Politics” marking the 70th anniversary of the establishment of the Ho Chi Minh National Academy of Politics (HCMA).

Maintain the Party’s discipline under the Ho Chi Minh spirit

(LLCT) - President Ho Chi Minh paid due attention to the issue of Party building on morality since early time, especially in his final work on the Party’s 39th founding anniversary (February 3, 1969): “Enhance revolutionary morality, wipe out individualism”. Thoroughly grasping his thought, the issue of preserving Party members' discipline must now be associated with the training of revolutionary morality and the fight against individualism; Party members take responsibility and actively act against corruption, waste, and bureaucracy.

International cooperation to improve the scientific research capacity and training quality of the Ho Chi Minh National Academy of Politics

(LLCT) - In the past years, the scientific research and training at the Ho Chi Minh National Academy of Politics has had big changes and great progress. Along with that, international cooperation at the Ho Chi Minh National Academy of Politics has achieved many innovations and developments. The international cooperation has brought about a lot of new features to the Academy and opened up a new direction to quality development. The Academy’s international cooperation is not only with several socialist countries but also expanded to many countries in five continents around the world and many international organizations, with more than 60 countries and 200 international organizations. The international cooperation at the Academy has made significant contributions to its achievements in scientific research and training over the past 70 years.. International cooperation has made specific contributions to improving scientific research capacity and the quality of training and retraining at the Academy. Many international cooperation projects and programs in scientific research and training have been developing effectively in practice.

Public investment in healthcare infrastructure in the Northwest region

(LLCT) - Investment in healthcare infrastructure to improve the quality of medical examination and treatment at communal health stations, regional polyclinics and district health centers always receives due attention from the Party and the State of Vietnam. Through analysis of the current situation of public investment in the development of healthcare infrastructure in the Northwest region, the article points out the difficulties and limitations, such as: investment capital mainly comes from the state budget; public-private partnership (PPP) has not yet played a clear role, the effects of socio-economic infrastructure investment in general and healthcare infrastructure in particular are insufficient. Therefrom, the article proposes solutions to synchronously develop socio-economic infrastructure, invest in healthcare infrastructure, increase the number of  stations, improve the quality of medical examination and treatment, and provide access to health services for people in the Northwest. 

Manifesto of the Communist Party and the orientation value for the transitional path to socialism in Vietnam

(LLCT) - It has been 170 years since the Manifesto of the Communist Party was born. The value of its theoretical points has remained unchanged up to now. The country on the path to socialism can apply it creatively in accordance with its specific conditions. For Vietnam, the chosen transitional path to socialism is oriented and lightened by the Manifesto and Marxism - Leninism. The vitality of the Manifesto is the constant inspiration which requires us to supplement and develop the theory of socialism and the transitional path to socialism in Vietnam in the new context.

Some principles of handling ethnic and religious issues in Vietnam nowadays

(LLCT) - The issue of ethnicity and religion in Vietnam is always very sensitive and complicated. If it is not properly resolved, it will lead to instability in politics, social order and safety, creating an excuse for hostile forces to intervene in national internal affairs. Therefore, in order to successfully solve the issues related to ethnicity and religion, it is necessary to comply with the following principles: ensuring political security, social order and safety; ensuring the rights of ethnic minorities, the people's right to freedom of religion, and at the same time resolutely fighting against the abuse of ethnicity and religious issues for political purposes; ensuring solidarity among ethnic minorities and religions; improving the material and spiritual life of ethnic and religious people. All of these requirements are the responsibility of the whole political system under the leadership of the Communist Party of Vietnam.

President Ho Chi Minh and the Vietnam - India friendship

(LLCT) - The friendship between Vietnam and India is rooted in similar plights of colonial rule, in the struggle for independence and freedom, and in many shared values and benefits in the building up and protection of the countries. The friendship in the modern era was founded by two outstanding leaders of our nations, President Ho Chi Minh and Prime Minister J. Nehru, beginning in the 1950s. Continuing that good relationship, succeeding generations of leaders of the both countries have consistently tried to cultivate, strengthen, and build a comprehensive strategic partnership in all fields, including economics, politics, diplomacy, security, defense, culture, and education.

Launch of Vietnam Provincial Governance and Public Administration Performance Index 2015

(LLCT) - On the 12th of April 2016, the United Nations Development Program in Vietnam (UNDP), the Centre for Official Fostering and Scientific Research (under the Fatherland Front of Vietnam), and the Centre for Community Support and Development Studies, launched Vietnam Provincial Governance and Public Administration Performance Index (PAPI) 2015 in Hanoi. In attendance of the ceremony were Prof. Dr. Ta Ngoc Tan, President of the Ho Chi Minh National Academy of Politics, H.E. Ms. Beatrice Maser Mallor, Ambassador of Switzerland to Vietnam, and Ms. Pratibha Mehta, Resident Coordinator of the United Nations in Vietnam.

A nation's power includes not only its hard power (geographical - population, economic, military factors) but also its soft power (political institution, ideology and national strategies (state leaders), and the will of the people in implementing strategies, social values, international relations). Therefore, the study of a country’s soft power should be taken under overall consideration of its comprehensive power.
