(LLCT) - After 20 years of implementing the Resolution No. 03-NQ/TW dated 18 June 1997 of the 3rd Plenum of the Party Central Committee (8th tenure) on “Personnel strategy in the period of boosting national industrialization and modernization”, there have been a lot of weaknesses and defects in the pool of personnel and personnel work of the Party, yet they have been overcome slowly. It is even more serious in some aspects, undermining the prestige of the Party and the trust of the people in the regime. Therefore, there should be a new, modern mechanism and policies, quantitative measures, and a close controlling mechanism of the Party, the State, and the people.

(LLCT) - Karl Marx is the great thinker of mankind whose scientific discoveries changed the world, particularly the materialistic conception of history and surplus value theory. For Marx, science is a historical motivation and a revolutionary force which contributed to the overthrow of capitalist society and freed the modern proletariat. In Vietnam, Ho Chi Minh was the first to acquire, make creative application, and develop Marxism to a higher level suitable to the Vietnamese specific historical conditions. Thence, the Vietnam revolution has been led to successive victories.

(LLCT) - Over the last few years, the concept of “Demographic Dividend” has gained strong momentum among African nations and African politicians and decision makers as an important means for boosting and accelerating economic and social development. Africa’s youth represents its significant asset for sustainable growth if properly harnessed. The time to harness the demographic dividend and start investing in human resource, particularly youth is now.

(LLCT) - The socialist-oriented market economy in Vietnam is a completely new model. It is unprecedented and has developed for 30 years. Therefore, the development of this model is a process of constant perfection, innovation and creation in terms of perception, theoretical thinking and practice. Documents of the Party’s 12^th Congress inherited, clarified and expanded on a number of important arguments including those mentioned for the first time. 

(LLCT) - On the occasion of the 140^th birth anniversary of Huynh Thuc Khang (1876 - 2016), this article, from a historical perspective, means to further clarify his political portrait as a person, a thinker and an activist by studying his contribution to the national struggle for independence in the 20th century.

(LLCT) - Great national unity is always a matter of strategic importance, a consistent way of thinking and a common thread running through the Party leadership on the country’s revolutions. Continuing the implementation of the “great national unity” policy, given the current globalization and international integration, the Party’s 12th Congress pointed out, “Great national unity is a strategic policy and a major source of inspiration and resource for national building and protection”⁽¹⁾.

(LLCT) - Ho Chi Minh’s views on social progress are of philosophical importance because they are a set of ideas combining Marxist philosophy of social progress and experience in actual Vietnamese revolutionary activities and the world’s views on social progress together. By acquiring the world views and methodologies of Marxist philosophy, Ho Chi Minh pointed out the role of the masses in the historical development of the society, thereby establishing goals for the Vietnamese revolution.

(LLCT) - The working-class nature of the Party is manifested in the fact that its objectives and ideals are socialism and communism; that its ideological foundation is Marxism - Leninism and Ho Chi Minh Thought; that its fundamental organizational principle is centralized democracy; that it is in close touch with the masses; and that it considers criticism and self-criticism to be its developmental law.
