Abstract: The reality of development in leading industrialized countries or developed countries such as the G7 nations point to the proactiveness and positivity of entering the Fourth Industrial Revolution. Experiences from the later stages of the Third Industrial Revolution (the last three decades of the twentieth century) have suggested that, in order to welcome the "waves" of the industrial revolution proactively, human resource development policies should be of primary concern and strategic thinking. The article outlines some key moves in the recent decade (2010-2020) on human resources development and building the working class in countries entering the Fourth Industrial Revolution.
Keywords: human resources development; working class; Fourth Industrial Revolution.
