Abstract: The organization and operation model of local governments in Vietnam has constantly been renovated. Due to the acceleration of decentralization between the central and local levels, localities have gained much autonomy and policy space to realize their development goals. Thus, the efficiency and effectiveness of local governments have been improved. However, besides the results, the local governments’ organization and operation still have shortcomings. The article analyzes and gives an assessment of the current situation and proposes solutions to continue renovating local governments’ organization and operation model in light of the Resolution of the 13^th Party Congress.
