Abstract: The rule of law is a universal value, and the goal nations aim to reach for planning and carrying out national development. The Communist Party of Vietnam has strived to apply and develop the values of the rule of law to build the socialist rule of law of the people, by the people, and for the people. Implementing the Resolution of the 13th Party Congress, with the promulgation of the “Strategy for constructing and completing the socialist law-ruled State of Vietnam towards 2030, with an orientation towards 2045”, Ho Chi Minh’s rule of law is the direction for the formation of this critical strategy.
