The Opening Ceremony of the First Refresher Course for Reserve Senior Officials was held at the Ho Chi Minh National Academy of Politics on 27 March 2013. Mr. To Huy Rua, Member of the Politburo, Secretary of the Party Central Committee, Head of the Organization Department of the Party Central Committee, and Head of the Course Steering Committee, attended the ceremony and delivered an instructional speech. Mr. Ta Ngoc Tan, Member of the Party Central Committee, Party Committee Secretary and Director of the Academy, and Member of the Course Steering Committee, made a speech and promised to the Politburo and the Secretariat of the Party Central Committee that the Academy would successfully organize this course with all its

 

Delegates and learners,

After a meticulous preparation process under the close direction of the Politburo and the Secretariat, today, the First Refresher Course for Reserve Senior Officials solemnly opened at the Party school named after our beloved President Ho Chi Minh.

On behalf of the Politburo and the Secretariat, I warmly welcome representatives of the leadership of the central and local agencies, sectors, branches, and organizations to this opening ceremony. I also warmly welcome 68 comrades, who were trusted and sent by the Party’s executive committees and organizations at all levels to the First Refresher Course for Reserve Senior Officials. May you all have good health and happiness and accomplish the course’s targets, tasks, and requirements to the best of your ability.

With regard to the requirements for training virtuous and talented officials, V. I. Lenin once stated, “No class in history has ever risen to power without having trained, among its ranks, political leaders or vanguard representatives capable of organizing and leading the movement”. President Ho Chi Minh repeatedly said, “Whether a task succeeds or fails is determined by whether the cadres are good or bad”. He also added, “Cadres are the roots of all tasks. So training cadres is the Party’s root task”.

Under the direction of President Ho Chi Minh and the Party Central Committee, the work of training and fostering cadres was implemented in a regular and concentrated way at the Nguyen Ai Quoc Party School in Viet Bac (Northernmost Viet Nam) base, in an extremely arduous context of the national resistance and construction. Since then, for the following periods of the country’s revolutionary cause, Party School, which is presently known as the Ho Chi Minh National Academy of Politics, has unfailingly remained the cradle of generations of “moral and expert” cadres, under whose leadership Vietnamese people have written up many heroic pages in the former struggle for national independence and defense, and gained many great and significant achievements in the present renovation, making the country capable of escaping from underdevelopment as well as gaining prestige and a standing in the international arena.

In the new development period with both chances and challenges, whether Vietnam can stand firm and rise depends greatly on the scale and quality of its human resource, including, first and foremost, the senior officials who are directly leading and managing the sectors, Party executive committees at all levels, local administration, and socio-political organizations. These officials should be trained and fostered so that they will become talented and righteous people who have both the “heart” and “talent”, the personality and manner of a revolutionary official, and the thinking and practicing abilities so that they are able to undertake great and complicated tasks in the period of intensified national industrialization and modernization, as well as in the era of science and technology, knowledge-based economy, and globalization.

 Training officials as they are expected is a painstaking task, which requires us to attach importance to both training officials in practice and offering them methodical, regular, and concentrated classes.

For the first time, at its 6th Plenum, the 11th Party Central Committee approved the Planning Project for the Party Central Committee, the Politburo, the Secretariat, and titles of key Party and State leaders for the 2016-2021 term and the subsequent ones; the Politburo issued an implementation plan for the project. According to it, Party executive committees and organizations have selected and introduced a planned human resource for the Party Central Committee for the 2016-2021 term and the subsequent ones. The learners of this course are just the planned human resource trusted and recommended by the Party executive committees and organizations to the planned key positions in localities, as well as in the central sectors, ministries, and branches; they are important titles in the political system. It is an extremely important task to organize this course, which is aimed at providing learners with supplementary knowledge and improving their management capabilities so that they can well
complete their present tasks, and simultaneously giving them conditions to prepare the needed knowledge and practical capability to meet the criteria and requirements of the planned titles.

As I have mentioned earlier, the former Nguyen Ai Quoc Party School, or the present-day Ho Chi Minh National Academy of Politics, is a great school. Built under the meticulous direction of President Ho Chi Minh, this prestigious and close school of the Party Central Committee has benefited from the direct management and teaching of many Party leaders, and is impregnated with the sweat, intellect, and enthusiasm of many generations of lectures and scientists who have devoted their lives to the Party’s root task - cadre training. From this school, millions of learners have grown up and been assigned to key positions in the former struggle for national liberation and the present national construction. This greatly glorious tradition of the Academy makes it really an honor for anyone to study here.

The learners of this First Refresher Course for Reserve Senior Officials, the opening ceremony of which is being held today, absolutely have the right to be legitimately proud of having been selected to be trained at the highest Party school, which has honorably been awarded a Ho Chi Minh Medal, a Gold Star Medal, and the title of “Labor Hero during the National Renovation” by the Party and State.

The prouder and more honored you learners may feel, the more deeply you should be aware of your glorious responsibilities and heavy tasks. With the spirit of making every effort to well complete all assignments from the first days of the course, I request that the Academy, concerned agencies, and learners should seriously observe the following requirements:

First, it is necessary to seriously guarantee the contents of each special subject and the whole curriculum of the course, providing learners with both fundamental and new knowledge in theory and practice which is suitable with them. Theoretically, it is necessary to go deep into research for a thorough grasp of the new development achievements and sustainable values of Marxism - Leninism and Ho Chi Minh’s thought, the Political Program for National Construction in the Transitional Period towards Socialism (supplemented and developed in 2011), the Socio - Economic Development Strategy for the 2011 - 2020 Period, the 11th National Party Congress Resolution, and other resolutions that have been issued by the Party Central Committee over the past years. Practically, it is necessary to attach importance to the fostering of leading and managing skills, the capabilities of researching and summarizing practice, and the skills of dealing with situations in direction and management. It is also necessary to raise the number of typical cases drawn from the practical work. Although these requirements have been introduced into the curriculum of the course by the Course Steering Committee and Ho Chi Minh National Academy of Politics and described quite minutely in the textbooks, in the range of thematic writings, and essays assigned to the learners, I propose the concerned agencies, the Course Steering Committee, lecturers, and learners should strive, in the coming time, for a more satisfactory, profound, practical, and effective implementation in the organization and management of the course, in the lecturers’ teaching practice, and in the learners’ research and study.

Second, it is necessary to pay special attention to cultivating the officials’ morality and manner, and organizing the officials to learn from and follow the moral example of President Ho Chi Minh. The learners are reserve officials for the planned key leaderships of localities, as well as that of the central sectors, ministries, and branches. As a result, the study and cultivation of revolutionary morality in accordance with the example of President Ho Chi Minh should be necessarily carried out seriously, meticulously, and thoroughly. It should also be manifested at any time and in any place, such as in class hours, in daily activities, in field trips, and in many other activities of the course.

I acclaim the Course Steering Committee and the Ho Chi Minh National Academy of Politics for having presided over the working out of the Regulations for Learners of the First Refresher Course for Reserve Senior Officials. All learners are required to seriously observe these regulations and other regulations of the Academy, so that our refresher course will become a model regarding the quality of study, the execution of rules and discipline, and the cultivation of learners’ morality and manner at the Party school named after President Ho Chi Minh.

It can be said that from now on and during your study here, you, learners, will live a new life with changes in many aspects. First and foremost, from the posts of leading and managing officials, you will change into learners whose main task is to study and train yourselves in the strict environment of the Academy. From your daily working routine, you will have to shift to a study routine with many worries of a learner. From your daily activities in your family, you will have to shift to collective activities. I hope that you will quickly adapt yourselves to, and successfully make the aforementioned changes so as to reach the goals and meet the requirements of the course in your study and self-cultivation.

Third, it is necessary to actively and proactively attach the learning of theories, views, and guidelines to the research into and summarization of practice to draw new theoretical issues. The current domestic and international situations are revealing many vivid, various, and complicated issues, requiring leading and managing officials to grasp, analyze, and effectively solve these issues in a timely manner for the sake of your leadership and management. Therefore, the study and summarization of practice should be considered as one of the important and compulsory requirements for the learners.

I suggest the Course Steering Committee and the Ho Chi Minh National Academy of Politics should organize field trips for learners in a practical and effective way, free from formalism and ostentation. Each field trip should involve about ten learners. The learners should be encouraged to make field trips to places with eventful practice and to rural and remote areas with numerous difficulties, where they will live and work with the local people. A detailed program should be worked out for each field trip so that it will enable the learners to grasp the local situation; to understand the local people’s inmost feelings, aspirations, and daily needs, as well as realities of the everyday work; to contribute to the cultivation and improvement of the local officials’ expertise and competence; and to propose solutions, based on the collected information of the local situation, to the local difficulties and issues.

Overseas study trips for the learners should also be planned and programmed specifically, properly, and reasonably to avoid formalism and ensure practicality and efficiency. After each trip, the learners should be required to submit summary reports and propose plans for applying the foreign countries’ experience to their fields of work, as well as to the real situations of their units and localities. The quality of these reports should be evaluated as the main subject included in the course’s curriculum.

Fourth, it is necessary to apply consistently the positive teaching method to the refresher courses for reserve senior officials. It is because this is the best and most advanced method ever applied by most of the famous academies and schools in the world, especially to learners with practical knowledge and experience like those in our course. This method is aimed at changing the process of studying theory and practice, both in lecture halls and in field trips, into that of self-study, self-research, and creation, with the learner’s pro-activity and self-awareness and the lecturer’s suggestion and orientation. Before and after the lecturer’s presentation, learners are supposed to carry out research on each special subject, search for further materials to widen the scope of research and relation, and ruminate on and look at the issues from different angles to find solutions of their own. Each class should not be held as a session of pure one-sided presentation, but it should be turned into a space for dialogue and exchange between the lecturer and learner, and those between learners, based on the learners’ diversified realities of their work and multi-sided outlooks, the combination of theory and practice, and the combination of the school, the vivid unfolding of life that pervades society, the realities of Party building, and the task of socio-economic development assigned to localities and the central sectors, ministries, and branches.

For the effective application of this method, I request that all the lecturers carefully prepare their lectures in the direction towards openness to have grounds for orienting the learners’ research and discussion. I also request that all learners proactively and actively study and make preparations for the special subjects included in the curriculum, and boldly and openly raise and discuss issues.

Fifth, it is necessary to guarantee a close and effective coordination between the Ho Chi Minh National Academy of Politics with the Organization Department of the Party Central Committee, the Office of the Party Central Committee, and the concerned
localities, ministries, and branches to best ensure the essential conditions for the
successful organization of the First Refresher Course for Reserve Senior Officials. The experience to be drawn from this course will play as the premise for the better and more effective organization of the courses that follow.

Four months are not a long length of time for the course, but the “withdrawal”
of all of you from the positions you are holding in localities, as well as in the
central sectors, ministries, and branches,
to get you involved in this four months’ course is an expression of great determination, since this will definitely have certain impact on the tasks and the quality of work in the fields of which you are directly in charge, especially those in the positions of key leaders. Some leaders of the Party, State, as well as central and local sectors, ministries, branches, and organizations are also involved in teaching and instructing learners during class hours and field trips. Thus, it will be a great waste if the quality and efficiency of the course are not high. Therefore, we, including the organizing agencies, the Academy, lecturers, and learners, should be well aware of the
significance of the course and gather our strength to best accomplish our work, so that the course will fully meet set goals and requirements.

For the past time, the concerned organizations and individuals have exerted themselves for the opening of this course; all preparations for it have basically been completed. However, in order that the course can achieve set goals and requirements, I request that all of you further research, supplement, and concretize the tasks that should be fulfilled, especially including those related to the organization of the course, the quality of lectures, the teaching and studying methods, and the lecturers and learners’ awareness and responsibility.

We promise to the Politburo and Secretariat that we shall be determined to do our best in the organization of the course to excellently accomplish set goals and tasks. This will contribute to the successful implementation of the Strategic-level Officials Planning Project, which is aimed at preparing a pool of senior officials to possess good quality and competence and to be capable of meeting the ever higher requirements of Vietnam revolutionary cause.

On this occasion, on behalf of the Politburo and the Secretariat, I applaud the Ho Chi Minh National Academy of Politics, the concerned agencies, and lecturers for having actively prepared the curriculum, lecture outlines, teaching staffs, and material facilities for the opening of this first course. We wish you good health, and that you will gain high achievements in study, cquire as much useful theoretical and practical knowledge as you can to improve your leading and managing abilities, and have many good memories of this course at this Party school named after beloved President Ho Chi Minh.
