Abstract: The documents of the National Party Congress, in which the Political Report plays a vital part, are the crystalization of the Party’s wisdom, the manifestation of the vision and aspiration of the Party and people for national development. Such vision and aspiration are based on the creative application of Marxist - Leninist theory, particularly Marxist - Leninist philosophy, into the reality of Vietnam. To contribute to clarifying the application of dialectic materialistic philosophical thinking into documents of the National Party Congress in the renovation period and particularly in the 13th National Party Congress, the author focuses on the following issues: 1) analyzing the contradictions, trends, and motive forces of the world development; 2) analyzing the contradictions, trends, and motive forces of national development and the contradictions of the management and leadership of development; 3) harmonize the objective and subjective, short-term and long-term relationship between the goals and solutions of development.
