Abstract: The 13^thParty Congress has set out critical national goals. The goal of “accelerate the economic restructuring in association with the renovation of development model” is considered one of the essential tasks and solutions to implement the mission of rapid and sustainable national development. The article summarizes the Party’s cognitive changes in renovating the development model and restructuring the economy and clarifies the theoretical and practical foundations for the Party’s views on the issue.
