Abstract: President Ho Chi Minh founded the new State and the rule of law in Vietnam. With his wisdom and profound benevolence, on the foundation of national tradition and morality, together with grasping Marxism-Leninism and advanced world jurisprudential knowledge, Ho Chi Minh consistently exercised “the benevolent and righteous rule of law”. It is the rule of law with the essential contents being the unity of law and revolutionary morality; building a democratic rule of law for people; build a new rule of law and law-ruled state for the entire people.
