Abstract: The article analyzes the 13^thParty Congress’s perception of people, i.e., “people are the root”, people are the subject, people are the center; people know, people discuss, people do, people inspect, people supervise, people benefit; thereby the Party proposes the guideline of being close to the people, trusting the people, respecting the people, being connected to the people, understanding the people, loving the people, serving the people. Such guideline is the quintessential distillation of national history and tradition; it supplements and develops Ho Chi Minh’s thought to a new height, being in line with Vietnamese reality and epochal tendencies.
