Abstract: The Provincial Governance and Public Administration Performance Index (PAPI) in Vietnam covers many core features of public administration. Therefore, the improvement of PAPI is meaningful in many ways, contributing to the adaptation of local governmentgovernanceto the requirements ofnew situation. Based on the assessment of PAPI in Ho Chi Minh City in recent years, the article proposes some solutions to improve the efficiency of governance and public administration in Ho Chi Minh City currently.
