Abstract: The 13^thParty Congress set the goal: by 2045, Vietnam will become a developed and  high-income country. On the basis of analyzing challenges in implementing the country's development goals to 2045 and inadequacies of the public sector management model, the article points out a number of requirements that need to be renewed in the modern national governance system, contributing to the theoretical orientation for governance activities in practice in order to realize national development goals.
