Abstract: Innovation has become the key driving force and the most compatible national development strategy of countries in the Fourth Industrial Revolution. With the creation and operation of innovative models in the process of national development, countries have made spectacular progress, such as the US, Europe, Israel, Singapore... Vietnam has been implementing an innovation strategy and has achievedcertain results. However, innovation in Vietnam is still modest and limited. In order to make Vietnam become an innovative country to keep up with the Fourth Industrial Revolution, it is necessary to focus on renewing thinking to innovate; making innovation the main driver of development; to step up investment in science and technology development as a foundation for innovation; formation and accountability of innovation subjects; create an innovation ecosystem.
