Abstract: Relying on the people to build the Party and political system is a valuable theoretical and practical experience of the national renewal, whic was  developed by the 13^thParty Congress with new thinking to become a fundamental guideline of the Party in the new period. The strength of the Party, the political system and the socialist regime derives from the strength and support of the people, from the close relationship between the Party, the State and the people. The more transparent and solid the Party and political system are, the stronger the Party’s leadership, ruling and fighting power are enhanced, thereby, the country is becoming more prosperous, happy, and the people can enjoy those results.
