Intensifying the guiding motto "Focus - Responsibility - Discipline - Exemplification - Creativity", determined to fulfill the tasks of the new academic year

Despite the difficult situation created by the Covid-19 pandemic in the previous academic year, which significantly impacted socio-economic life, particularly education and training, the Ho Chi Minh National Academy of Politics (HCMA) has adhered to the Party’s guidelines and State laws. HCMA staff work to achieve the “dual-purpose” of efficiently battling the Covid-19 outbreak while accomplishing the tasks set out thoroughly, with many new points and an excellent mark. 

Firstly, to respond promptly and flexibly to the Covid-19 pandemic; ensure effective and safe epidemic prevention and control

The entire Academy system has vigorously implemented the requirements of the Politburo, the Secretariat, the Government, the Prime Minister, the National Steering Committee for Prevention and Control, and the Ministry of Health’s instructions for pandemic prevention and control in the spirit of “fighting the epidemic like fighting the enemy”. The HCMA’s Party Committee and Board of Directors have repeatedly directed and pushed affiliated units to implement measures to prevent and control the Covid-19 outbreak universally, synchronously, and effectively throughout the Academy system. Staff’s responsibility and sense of self-discipline are strengthened to comply with regulations and promote the initiative of officials, lecturers, civil servants, public employees, and students to adapt to the new normal conditions quickly. 

The Academy’s operations are maintained without interruption thanks to the initiative and flexibly combining all three forms: face-to-face, online, and blended to ensure the academic plan. During the academic year 2020-2021, the entire Academy system provided training and academic programs to 13,798 advanced political theory students, as well as 52 training courses for 4,454 students serving as secretary and deputy secretaries of district-level Party Committees; heads and deputy heads of Party Committees and leaders and managers of provinces and cities; training and awarding diplomas to 2,042 students and undergraduates, masters and doctoral students, including 82 cadres of the Lao People’s Revolutionary Party. 

According to the academic year plan, the HCMA successfully held the Closing Ceremony for the 2020-2021 academic year online for students of all classes on August 12, 2021.

Secondly, update program and curriculum content; significantly improve training and fostering methods

Thanks to the proactive preparation to edit, supplement and update documents of the 13th Party Congress into the advanced and intermediate political theory curriculum and other syllabi, the complete advanced political theory curriculum with 19 subjects, the intermediate political theory curriculum with ten subjects, and the training materials for subject-3 and subject-4 key staff have been compiled and published shortly after the conclusion of the 13th Party Congress. 

Amid the pandemic, the Academy has strengthened its use of information technology, using face-to-face and online forms in training activities with flexibility. The implementation is done in a systematic and timely manner, using specific steps:

(1) Issue regulations and guidelines on online training and refresher courses as soon as possible. 

(2) Instructors and students will be trained and guided to teach, study, test, and oversee online classes.

(3) Change the forms of examination, assessment of the end of the subject, and the graduation exam to more appropriate forms, such as switching from written exams to writing essays, and graduation theses, organizing the defense of theses, dissertations, and graduation projects through an online flatform, and ensuring the quality and completion time of modules, subjects, and academic years according to the schedule. 

(4) Continue to improve teaching and learning discipline; in particular, concentrate on using information technology to manage online teaching and learning activities.

Thirdly, strengthen the political school system and academic standards 

Last academic year, the Academy worked closely with the National political school system to organize a preliminary two-year implementation of the Secretariat’s Regulation No.09-QDi/TW dated November 13, 2018, on the functions, tasks, and organizational apparatus of provincial and centrally-run political schools and implementing Regulation 11-QD/TW dated May 19, 2021, on qualified political schools and unifying the management from central to local levels. 

The HCMA has also successfully organized the Contest of good lecturers in the entire Academy system, as well as the Contest of excellent lecturers of political schools of the province, city, and schools of training and fostering cadres of ministries and branches, Central mass organizations at Nguyen Van Cu School of Politics in Bac Ninh province in the North and the School of Politics in Ba Ria - Vung Tau province in the South, contributing to building and improving the quality of lecturers in both provinces.

Fourthly, keep innovating the advanced system of the political theory admissions process

In order to increase the number of students in the centralized training system and improve the quality of advanced training in political theory, the Academy ensured the proper enrollment for the right target students, strictly following the regulations on the size of 50 students for the regular classes and 60 students for the non-regular ones; and ensuring a ratio of 1 - 1.2 between the regular and non-regular systems.

The Academy successfully organized a pilot training course for one regular course of advanced political theory at Nguyen Van Cu School of Politics in Quang Ninh province, which was highly praised by the Party Committee and local authority. Also, the course was promoted by the initiative of localities for effectively applying the material and technical foundations of political schools while still ensuring the requirements for quality and academic discipline.

The HCMA continues to work closely with the Central Organization Department, the Ministry of National Defense, and the Ministry of Public Security to perform a preliminary analysis of the pilot implementation in accordance with the Secretariat’s Conclusion No. 25-KL/TW dated December 28, 2017, assigning some academies and schools under the Ministry of National Defense and the Ministry of Public Security the right to train and certify advanced level political theory; and, as a result, affirming the need to continue implementing this conclusion in order to contribute to essentially solving the need for advanced political theory training for cadres and commanders in the army and police.

Fifthly, focus on implementing well the critical projects

The HCMA has effectively implemented Project 587 on “Strengthening the capacity of cadres, civil servants and public employees of the Ho Chi Minh National Academy of Politics and political schools of provinces and centrally-run cities in the period of 2019-2030” and initially organized the implementation of Project 979 on “Innovating contents, training programs and fostering leaders and managers of the Ho Chi Minh National Academy of Politics in the period of 2021-2026” immediately after being approved by the Prime Minister. 

The HCMA, in particular, has prepared a scheme to train political theory lecturers before submitting it to the Secretariat for review and approval. Thereby, the Academy requested that the Secretariat assign the Academy to prepare political theory lecturers for the Party school system and cadre training schools of ministries, departments, central mass organizations, universities, and colleges in the national education system. This is hoped to actively develop a team of well-trained political theory lecturers with strong political will, excitement, and passion for their vocation; have in-depth knowledge of theory, methods, and skills in teaching; overcome the difficulties and meet the requirements and tasks of teaching political theory.

Sixthly, promoting scientific research, summarizing practice for innovation, improving the quality of training and cultivation.

The last academic year was the final year of the 2016-2020 period, which marked the end of many academic programs. This is when the Academy continues to promote scientific research, improve the quality of cadres training, and provide policy consults to the Party and State, especially in the process of contributing and developing documents to submit to the 13th Party Congress. 

The National Key Science Program KX.02/16-20 “Research, propose, supplement, and develop Marxism - Leninism as an important component of the Communist Party of Vietnam’s intellectual foundation” has been completed by the Academy. “Vietnam in a New Context” is divided into 19 sub-themes, each with a set of content that contributes to renewing and supplementing the curricula, promoting the political theory, and submitting consults to the Politburo and Secretariat. 

Immediately following the 13th Party Congress, the Academy engaged in scientific research activities that closely followed the contents of the 13th Party Congress’s documents as well as the Central Committee’s, Politburo’s, and Politburo’s full-term working programs. The Secretariat serves as a vital resource for updating and augmenting lectures and generating advisory reports and policy proposals, particularly in concretizing and coordinating the Resolution of the 13th Party Congress.

For the first time, the Academy has launched the project “Research, arrange, and assemble a popular collection of books on communication and dissemination of Marxism - Leninism, Ho Chi Minh’s ideology, and the path to national renovation”, contributing to improving to mass political awareness and knowledge. 

A large number of HCMA’s academic staff were assigned new political tasks in response to the Politburo’s Resolution No. 35-NQ/TW of October 22, 2018, on defending the Party’s ideological foundation and combating incorrect and hostile viewpoints. The staff and lecturers actively contribute in supplementing and improving the curriculum content, materials, the exam question bank system, testing, and evaluating each lecture. The HCMA, in particular, organized an essay writing contest to defend the Party’s ideological foundation and fight wrongful and hostile viewpoints. A large number of scientists, lecturers, officials, staff, and students have joined the competition. Up to now, the Organizing Committee of the Contest has received more than 7,000 quality articles and is organizing the preliminary and final evaluation, awarding prizes to the authors participating in the Contest.

The mentioned successes were achieved first and foremost thanks to Politburo’s constant leadership and direction, the Secretariat’s support and help, and the Central Committees’, ministries’, branches’, and localities’ support and assistance. Most importantly, with the efforts of the HCMA’s staff, lecturers, and students, the HCMA has overcome all obstacles and fulfilled all assigned duties.

Aside from the aforementioned remarkable outcomes, the HCMA still has several limits to overcome:

(1) Despite numerous beneficial advancements, the system’s management remains asynchronous and ineffective.

(2) Despite many efforts, the renovation of training programs, content, and staff retraining has not always kept up with practical requirements in some regions. Institutes, faculties, and some teachers are still unsure how to organize and implement online teaching and learning, particularly when it comes to using electronic lesson plans and inspection and supervision. 

(3) To some extent, the HCMA’s teaching and research staff are not up to the task, and the shortage of top experts has not been addressed.

(4) Equipment and technological facilities have improved significantly, but they remain limited and have yet to meet the criteria of strengthening regular training programs; the process of digital transformation and the development of the HCMA’s smart governance model is still progressing slowly. 

Implement the Politburo’s and the Secretariat’s leadership and guidance on the training and retraining of the political system’s leading, middle, and senior management cadres; The Academy’s theme for the new academic year 2021-2022 is “Focus - Responsibility - Discipline - Examplification - Creativity,” based on practical requirements. To successfully fulfill the prescribed duties, the HCMA will need to focus on the following tasks:

Firstly, continue to focus on and strengthen the prevention and control of the Covid-19 pandemic; stay away from being subjective, negligent, or unaware of disease risks; strengthen the implementation of the “5K + technology + communication + vaccine” strategy; synchronously implement solutions to overcome the impact of the Covid-19 pandemic, with good adaptive capacity and initiative to simply perform successfully on political and professional tasks while preventing and combatting the Covid-19 outbreak without causing disruptions in assigned activities. 

Continue to organize online and face-to-face training and cultivation activities for cadres in the context of complicated pandemic dynamics. Prepare for direct concentrated training in all aspects, particularly the conditions of accommodation, and activities for Academy students. Train and guide administrators, lecturers, and students on how to use software for teaching and learning online, giving online lectures, and improving the ability of professors and students to communicate in online classes on a regular basis; improve the administration, inspection, and supervision of students’ learning discipline and consciousness. Continue to supplement and complete regulations on online training, especially the examination and assessment of learning and training results, ensuring integrity in learning and examination, especially for advanced political theory programs in localities.

Secondly, continue to carry out the projects that the Secretariat and the Prime Minister have approved. In conjunction with competency frameworks, titles, employment positions, and training subjects, fundamentally renovating training programs, materials, and techniques under the motto “basic, systematic, practical, and modern. The HCMA should focus on advanced and intermediate-level political theory training programs and textbooks, training courses on titles, knowledge-training classes for strategic-level planning officers, political theory lecturer training programs and textbooks, and masters and doctoral-level training programs and curriculums. In particular, conduct research and construct a variety of programs to foster and refresh key knowledge by titles, such as a program for deputy ministers, a program for the provincial Party Committee’s deputy secretary, and a program for the chairman of provincial people’s Committee’s...

Thirdly, speed up the construction and effective implementation of the political theory lecturer training project, in order to proactively create high-quality input sources and soon fundamentally overcome the shortage of political theory lecturers of the Party school system, cadre training schools of ministries, branches, central mass organizations and universities and colleges in the national education system. 

Fourthly, link training with scientific research as closely as possible. Implement essential national-level scientific research programs such as Project KX.02/21 - 25 “Research on the creative application and development of Ho Chi Minh’s thought in the cause of building and defending the Fatherland of Vietnam in the new stage of the country”; key ministerial-level scientific projects such as “Researching, selecting, and translating typical works of President Ho Chi Minh from Vietnamese into foreign languages for publication and introduction to the world”; key ministerial-level scientific projects such as “Research and review, contribute to perfecting the theory of renovation” and “Research and review, contribute to perfecting the theory of socialism and the path to socialism in Vietnam,” according to critical ministerial-level scientific projects... both contribute to the quality of the Academy’s training and staff development, as well as serving as a foundation for the preparation of advisory reports, policy recommendations, and supplemental recommendations, complement and develop theory, as well as disseminate and educate the political theory of the Party.

Fifthly, continue to promote the expansion of international cooperation activities in cadre training and scientific research; place a premium on developing international knowledge-sharing programs; promote political field work; and financial, administrative, and logistical work, as well as upgrading the Academy system’s material and technical foundations in the coming years.

In order to perform well on the above-mentioned tasks, each Academy staff and lecturer should constantly improve their political mettle, qualifications, professional and professional capacity; update the new contents of the 13th Party Congress Document and Central Conference Resolutions; and keep abreast of new domestic and international practices to deliver profound and vivid lectures, articles, and works. In each of their roles, each member of the Academy’s staff and scholar upholds the sense of duty and sets an example, innovates working techniques and styles, and is proactive and innovative in completing assignments.

For fellow students: It is critical to clearly define the course’s objectives and requirements, as well as to understand the honor, pride, and responsibility that comes with studying and training at the Central Party School named after the great President Ho Chi Minh. Comrades must work hard to learn, practice, and acquire skills that are worthy of the Party’s, State’s, and people’s trust and expectations, but most importantly, of the collective leadership, comrades, colleagues, and units; instill self-discipline and a sense of responsibility in disease prevention and control, assuring their own and others’ safety. Ensure personal discipline and school discipline even in the online-learning period, avoid any harmful factors against the quality of learning.

Despite the difficult situation created by the Covid-19 pandemic, the Academy provides online learning opportunities for students. When the outbreak is under control and situations permit, the HCMA will gather comrades at the campus. Upon returning, comrades and students are advised to adhere to the same study, practice, living, accommodation, travel, and other requirements as students at military schools. Students should set the timetable for learning and training to graduate on schedule while ensuring safety to prevent and control the Covid-19 outbreak.
