The workshop was chaired by Vice President of National Academy of Politics Assoc. Prof. Dr Le Van Loi. Its attendees were Member of Provincial Standing Committee, Vice Chairman of the Provincial People's Council Nguyen Hong Linh; Member of Provincial Standing Committee, Vice Chairman of the Provincial People's Council Nguyen Thi Nu Y.

At the workshop, many fields of governance and public administration of Ha Tinh were analyzed from the scientific perspective by experts from the Ho Chi Minh National Academy of Politics. Speeches from representatives of departments and agencies, communes, wards in the province also clarified the reality of implementing this field in the locality. The workshop provided statistics and clarified outstanding results on PAPI in general and Ha Tinh's PAPI in particular. The province ranked 12th in the country in terms of administrative reform in 2019 and 4 consecutive years ranked first in the North Central region, 9 consecutive years in the group of localities with the highest PAPI  in the country.

This result shows Ha Tinh's efforts to improve the PAPI component indicators, especially the task of communicating, monitoring and critical reviewing; implementing the Ordinance on Grassroots Democracy; preventing and control of corruption; improving quality of medical examination and treatment, education, poverty reduction and environmental governance; implementing e-government and online high-level public services. Participants also analyzed the reasons for the limitations in Ha Tinh's PAPI such as institutional problems, the reduced component index. They proposed many medium and long-term solutions to improve the efficiency of public administration in Ha Tinh.

Speaking at the workshop, Assoc.Prof.Dr Le Van Loi highly appreciated Ha Tinh's effort in reforming administrative, improving Provincial Governance and Public Administration Performance Index (PAPI). This is the foundation creating a breakthrough of the province in recent years. More importantly, it clearly shows the development aspirations of the province. This will continue to be concretized in the Political Report submitted to the congress next term. The reality in Ha Tinh is the basis for the Academy to build public policy solutions in the governance of the national administration.

Vice Chairman of the Provincial People's Committee Nguyen Hong Linh emphasized issues that need to be focused on during the seminar, asking for enhanced advisory responsibility to improve the indicators, heading towards the satisfaction of people and businesses. He also wished the HCMA to continue to pay attention and recommend scientific and systematic solutions, while supporting training and researching for Ha Tinh to continue improving high capacity in governance and public administration, meeting development requirements.
