(LLCT) - Over the last few decades, information technology (IT) has become an essential vehicle for enhancing the efficiency of state’s operation, the competitiveness of an economy, and the attractiveness of a nation. At present, the proponent of e-government has become an indispensable trend of all countries in the process of integration. In Vietnam, building e-government has become more urgent in the context of administrative reform. Thus, speeding up the process of building e-government towards a modern administration, meeting the country's development requirements, is an urgent task at present.

(LLCT) - Vietnamese Journalism - Communication (J&C) has successfully fulfilled its political task but many limitations and obstacles still exist. In order to improve the quality of J&C for leadership and management, it is necessary to simultaneously adopt many solutions: Raise the  responsibility of journalists in ensuring the information for leadership and management; continue to review, amend and supplement documents of journalism; build a mechanism for leadership and managing agencies to monitor and supervise J&C; build regulations stipulating leadership and managing agencies in providing adequate and timely information to J&C and facilitating journalists’ operation; bring into play the role of J&C in reflecting, monitoring and criticizing leadership and management; build and complete the contingent of press leaders and managers to adapt themselves with the trend of multimedia; review and renew procedures of receiving and processing information obtained from J&C at leadership and managing agencies.

(LLCT) - The Northwest consists of 12 mountainous and midland provinces in the North and the western districts of Nghe An and Thanh Hoa, accounting for one third of the area of Vietnam. These provinces have a population of nearly 11 million, with 23 ethnic minority groups, representing 63% of the regional total population. This area is of strategic importance to the socio-economic development, security and national defense of Vietnam.

(LLCT) - Green consumption trends are becoming more and more popular in the world. For Vietnam, catching up with this trend will create opportunities for sustainable development, expanding market share, as well as taking advantage of government support for businesses. However, green consumption also faces varied challenges including how to address the relationship between profitability and green growth, or how to gear State incentive policies to green production and consumption. Therefore, there should be solutions to promote green consumption, ensure sustainable development, and catch up with this global trend.

(LLCT) - The public policy making and implementation process in Vietnam today is facing barriers in the policy making and issuance stage, in policy implementation and evaluation. In order to overcome these barriers, it is vital to develop and improve public policy making institutions in the direction of publicity and transparency, in establishing a public policy development process with the participation of the concerned sides, increasing people’s participation in policy making process, strengthening policy dialogue between the Government and interest groups, etc.

(LLCT) - The age of globalization and multiculturalism has given rise to phrases such as “celebration of diversity” and “respect for difference”⁽¹⁾. The possible of ethical principles applied universally has become a controversial issue. By analyzing the fundamental concepts and arguments, the article answers questions “Is it possible to have a set of universal ethics in a culturally plural world?”

(LLCT) - Buddhism entered Vietnam long time ago and became an important part of the cultural life of the Vietnamese people. For over 2000 years of history, it has widely and deeply affected the social life, contributing to the formation of the identity and the construction and protection of the nation. In the modern time, with the motto “Dharma - Nation - Socialism”, Buddhism continues to contribute to the renovation process of the country with Buddhist and social activities for people, among which activities concerning social security clearly reflect the spirit of “engagement in, and help for life” of Vietnamese Buddhism.   

(LLCT) - The execution of a policy is an important step of the public policy cycle. The quality and effectiveness of the execution of public policies depend on many factors with the participation of many agencies, among which the most important ones are the executive offices. Despite many efforts in the execution of the policies, the system of executive offices still has several drawbacks which lead to the ineffectiveness and incompletion of the goals of public policies. 

(LLCT) - The model of social security in Vietnam is the combined form of many different models to generalize many forms of social security from low to higher levels with many different beneficiaries in society. This model is gradually formed and developed in the time of centralized bureaucratic command economy before 1986. The remarkable feature of the social security system before the national renewal is to support specific subjects at that time - meritorious people, people in especially disadvantaged situation, poor people and poor localities. Since the national renewal, all the four pillars of this policy have been implemented.          

(LLCT) - Investment capital plays a vital role in the socio-economic development of each and every nation. Since the 1950s, the UN economists have considered capital shortage an important limitation in the economic growth of developing countries⁽¹⁾. As a developing country which is undergoing industrialization with limited resources, the efficient investment capital mobilization and utilization becomes a decisive factor directly affecting Vietnam’s economic growth in the current period.
