Nguyen Minh Tuan: About ruling party institutions in Vietnam
Institutions of the ruling party is the Party’s regulations on the functions, tasks and organizational apparatus, operation mechanism of the Party; is the relationship between the Party and organizations in the political system at all levels; and is the State regulations on the Party’s activities. The ruling party institutions has a great influence on the performance of the Party and the political system. Therefore, it is necessary to reassess and study further on the institutional system of the ruling Party in the new context.
Phan Manh Toan: “Taking people as the foundation” in Vietnam philosophy of protecting the Fatherland
“Taking people as the foundation” thought is one of the profound content and originality of Vietnam traditional philosophy on protecting the Fatherland. It is generalized from the reality of the nation’s history of building and defending, at the same time, absorbing the rational elements of other theories in the process of cultural exchange. That idea is constantly being supplemented and developed, and has become the guideline for the people in protecting the Fatherland of Vietnam.
Le Van Dinh: Enhancing the regional linkage to make use of and promote efficiently the potentials and strengths of the Central Highlands
The Central Highlands is not only an important strategic location for national defense and security, but also has the potential and advantages of land, minerals, resources and favorable climate to develop a large-scale commodity-based agriculture. Although progress has been made, the Central Highlands is still a poor area with small and scattered economic scales. The underlying cause is regional linkage and division among provinces in term of socio-economic development has not been properly considered. Therefore, strengthen regional linkages to make use of and promote effectively the potentials and strengths of the Central Highlands is an urgent issue.
Tran Van Duy: Disclosure of organization and operation of State apparatus
It is the thorough cognition and democratic nature of Vietnamese socialist law-ruled State to promote democracy and empower the public to inspect and supervise the Party and State apparatus. However, it requires comprehensive measures to ensure people’s power and successfully build a law-ruled state of the people, by the people and for the people. In order to propose “exact, sufficient, effective” measures, it is necessary to assess the legal basis of direct democracy and propose disclosure mechanism of the organization and operation of State apparatus.
Do Thi Thach - Nguyen Anh Tuan: Criticize the views that deny and misrepresent the Party’s foreign policy
Identifying and criticizing the views that deny and misrepresent the Party’s guidelines and State’s policies is one of the important and urgent tasks nowadays. On the basis of identifying, fighting for criticism and rejecting 4 wrong points, distorting the foreign policy of the Party and State, the article affirms: Independence, self-reliance, diversification and multilateralisation are the consistent and judicious foreign policy. Thus, foreign affairs and international integration over time has achieved important results, making a worthy contribution to the great achievements, the historical significance of the country in the 30 years of innovation.
Luong Thu Hien: Reserved seats for women in elective bodies in some Asian countries
Reality has showed that it is essential to learn from other countries’ experiences of applying gender quotas in order to raise the female ratio in elective bodies. There are three main forms of gender quotas, which are 1) reserved seats; 2) legislated candidate quotas; and 3) voluntary political party quotas. The article focuses on reserved seats for woman in elective offices and shares experiences of Afghanistan, India, Pakistan and Bangladesh in applying reserved seats for women, and gives recommendations for Vietnam when considering this measure.
