Le Quoc Ly: The construction of developmental government - Opportunities and challenges to Vietnam

The government of development, integrity, action and facilitation implies an effective governing institution, a strong and friendly government, a professional, streamlined and creative public affairs system for national interests. High priority should be assigned to the tasks of building institution, renovating administrative thinking, and reforming the state apparatus. The government should switch from controlling model to facilitating model to serve people and enterprises; and public officials should be exemplary and consistent in words and actions. Therefore, building a developmental government requires comprehensive measures, the consensus of the political system and the Vietnamese nation as a whole, and particularly the strong political will and leadership of the Communist Party of Vietnam.

 

Pham Thi Tuy: The development of the Party’s theoretical thinking of the structure of the socialist-oriented market economy

The development of the socialist-oriented market economy is a major issue in the reformation agenda of the Party. The socialist-oriented market economy has gradually developed and completed in reality. However, as for an unprecedented model, there still remain unclear issues in the perception and operation of the model, particularly the structure of the economy. Therefore, understanding the economic structure of the socialist-oriented market economy is to contribute in clarifying the path and developmental model chosen by Vietnam.

Vu Thanh Toan: The impact of the Free Trade Agreement between Vietnam and the Eurasian Economic Union on the export of Vietnamese goods to the Russian Federation

After two years with eight rounds, on May 29, 2015, the Free Trade Agreement between Vietnam and the Eurasian Economic Union was signed, marking a turning point in the bilateral trading cooperation between Vietnam and Russia. Most noticeably, the removal of the tariff barrier has created good conditions to improve the competitiveness of Vietnamese goods in Russian market. However, beside positive impacts, negative ones are remaining. The State and enterprises should make full use of opportunities brought by FTA, along with overcome difficulties to further promote Vietnam’s goods exports to Russian market.

Nguyen Hoang Ha: Perfect the institutions of labor relations to meet the requirements of international economic integration

The article analyzes the curent situation and challenges of a system of labor relation institutions and the meaningfulness of how to improve those institutions to better meet the requirements of international economic integration of Vietnam. The analysis will help raise awareness about the urgency and demands of diverse practices arising in the current labor relations, especially when Vietnam is deepening its international integration in the years to come. In the article, the author highlights the initiatives of innovating organizational and operational capacities of the workers’ and employers’ organizations and proposing solutions to continue improving the institutional system of labor relations.

Thai Van Long: Identifying populism in the current world context

The emergence of populism has made world situation more insecure. Currently, populism implies political contrivance and demagogy aiming to manipulate the public based on the masses’ attitude. This can be understood as a conceptual evolution, also known as “Neo-populism”, which has uprisen since 2016 all over the continents. From Rodrigo Duterte in the Philippines, “Brexit” in the UK to Donald Trump in the US and spreading to European nations. The current challenges are to prevent the erosion of international order and to rebuild a more sustainable global system.

Bui Thi Can: Government’s accountabilities

In efforts to build a transparent and effective Government, accountability is increasingly discussed. According to the basic principle of power, the basis for the existence of accountability is the objects to be empowered are responsible and accountable to the subjects of empowement. This is to ensure that the subject exercising control over the abusive behavior of the object in order to promote the effective use of the power. The article focuses on clarifying accountabilities by the Government in terms of concept and basic forms.
