Le Ngoc Hung: Social management and governance from systems theory point of view
Governance and management are so familiar and similar that they are commonly used and applied in all activities of research and training of leaders, managers in all levels, sectors areas. However, social management and governance are not simple application of rules and experiences of business organization or specific area management into society without systematic approach. According to the social system theory, social management and governance are sub-system with goal attainment of sustainable development for whole society. At the same time, social management and governance always function according to principles of openness, emergence, purposiveness, multidimension and account-intuitiveness in changing environments. These issues should be identified to prevent systematic faults in research, training and practicing of social management and governance in renovation today.
Bui Phuong Dinh - Nguyen Thi Thanh Tam: Ho Chi Minh's views on "leadership" and its application today
Ho Chi Minh’s 1947 “Correction of Working Style” was a system of viewpoints and guidelines on the working attitude and methodology, especially on the leadership style. Based on analyzing a rising trend of modern leadership science - forming a knowledge-based leadership style, the article clarified and affirmed the epochal scientific values embedded in the viewpoints of “leadership style”. The author also suggested measures to apply Ho Chi Minh Thought in researching, training and applying knowledge of leadership in the “flat world” context.
Ho Xuan Quang: Applying the Ho Chi Minh's view of the people controlling state power in building a socialist law-ruled state
Controlling state power is central to the organization and operation of the state apparatus. From reality of building and perfecting the Vietnam revolutionary State, Ho Chi Minh’s thought of controlling state power was formed and developed. It included viewpoints and measures to ensure people’s ownership of state power; to prevent the depravation of power and any sign of arbitrariness in the implementation of state power. Those are implications for the perfection of the mechanism of people’s control over state power in building the socialist law-ruled State of Vietnam.
Nguyen Minh Phuong: Training and fostering of cadre and civil servants - some issues in international integration
The training and fostering of cadres and civil servants in the past years has achieved many important results, contributing significantly to the improvement of professional qualifications, skills in performing official duties and moral qualities of cadres and civil servants. However, besides the achieved results, this activity still has many constraints and obstacles, need to be researched and solve in order to improve quality, efficiency meeting the requirements of international integration.
Nguyen Minh Phong - Bui Thi Mai Anh: Financial measures to develop the science and technology market
In the modern market economy, the science and technology (S & T) market plays an important role and has a positive impact on the development of science and technology in particular and to the strength and competitiveness of the nation in general; In turn, the establishment and efficiency in operation of science and technology market requires financial measures to be in line with non-financial one. The firss and foremost are the well-organized activities of mobilizing investment capital, buying-selling, exchanging and transferring achievements, products, goods and services of science and technology. At the same time, the necessary elements related directly or indirectly to the research and application of science and technology, both at the macro and micro level, need to be addressed.
Doan Ngoc Phuc: Private sector in Vietnam: Achievements, constraints and development solutions
The rapid development of the private sector in Vietnam in recent years has contributed significantly to the overall socio-economic development of the country over the past 30 years of innovation (Doi moi). However, besides the achievements, the private economy of the country has also shown limitations such as small scale, lack of capital, backward technology, poor management skills, low efficiency and competitiveness. Base on the assessment of achievements, limitations and weaknesses, the article proposes some solutions to make the private sector to be an important driving force for the socio-economic development of
the country
- Dau Tuan Nam: Managing migration crisis viewed from the perspective of international cooperation for Vietnam
Migration is a common social phenomenon in the development process. However, in recent years, international migration crises have occurred not only on national scale but also internationally. Therefore, the management of migration crisis must have cooperation between countries, regions, territories and international institutions. From lessons learned on cooperation in dealing with the international migration crisis, the article offers some suggestions for Vietnam.
