Le Huu Nghia: The Marxism’s scientific and revolutionary value and its epochal significance
The birth of Marxism was a turning point in the history of human thought - an objective necessity of social development. Marxism is the science of revolution, there is an organic, internal unity between science and revolution. As a result, Marx’s doctrine has transcended contemporary theories, brought great power and became a great tool not only explaining the world but also improving the world. Marxism has become the guiding symbol of the working class and working people in the world in the struggle for socialism since its inception to the present day.

Ta Ngoc Tan: From Karl Marx’s idea of democracy to socialist democracy in Vietnam
In the historical process of democratic thought, Marx was the first to mark a revolutionary new step in the understanding of democracy, by pointing out the essence of democracy as a state regime in which the people play a central role; Political participation of the people is the core and decisive factor for the people’s mastery; Democracy is always associated with the movement and development of society, in which economic factors are important. Inheriting the K.Marx’s thought, the Party and State have developed creatively, enriched it and make it more comprehensive in the specific conditions of the country.

Tran Van Phong: Dialectics in the Das Kapital - the scientific value and epochal significance
In the “Das Kapital”, K.Marx used the dialectical method to analyze the production process of capitalism. He was applying the quantitative law to analyze socio-economic phenomena; quantitatively analyzing the exchange value of goods, studying the increase in labor intensity in the mode of production of capital goods; applying the rule of contradiction to the contradictions of the production process of capital goods... Today, given the world practice has made great changes, the dialectical materialism in the “Das kapital” is still valid.

Le Quoc Ly: Seriously and effectively implement the Party’s strategy on personnel in the period of accelerating national industrialization and modernization
After 20 years of implementation of Resolution No. 03-NQ/TW dated June 18, 1997 of the 3rd Plenum of the Eighth Congress “On personnel strategy in the period of accelerating
national industrialization and modernization”, the Party’s cadres and personnel work is still weak, the remedies are slow to overcome, even worse, reducing the prestige of the Party and the people’s belief in the regime. Therefore, it is necessary to have new mechanisms and
realistic policies and a strict control mechanism of the Party, the State and the people.

Tran Hoa Phuong: State ownership and state-owned enterprises in the socialist-oriented market economy in Vietnam: Some recommendations
In the renovation period, the Party and State have consistently pursued the policy of
developing a multi-sector economy with many forms of ownership. State ownership and state-owned enterprises (SOEs) play the leading role in ensuring that Vietnam’s market economy develops in a socialist orientation. However, due to the functions of owners’ representatives and state management have not been seperated. The implementation of rights, responsibilities and obligations of state owners is still fragmented and inconsistent... As a results, the operation of SOEs is ineffective. Thus, it is necessary to supplement and perfect the legal framework on the implementation of state ownership rights and SOEs management, at the same time, enhance transparency in the function of state owner’s representative.

Nguyen Minh Phuong - Nguyen Thi Ngoc Mai: Singapore’s experience in building developmental government
From the 70s of the twentieth century, the wave of reform and transformation of traditional government to the developmental government has met the trend of globalization. However, due to different economic, social, geographic and political conditions, governmental models are used by different countries to create different models. Each country will have its own characteristics. So, how did Singapore build its government? What are the characteristics of Singapore’s government that help Singapore develop as it is now? What we can learn from this experience? The articl is going to clarify those questions.

Vu Van Hien: Can independence and autonomy be maintained in international integration?
In the renovation period, thanks to the implementation of the Party’s and the State’s right policy, the nation’s foreign affair and international integration have achieved important
results. However, maintaining independence and autonomy in international integration is also facing many difficulties, due to the limited competitiveness of the economy, which
increases the risk of dependence on the outside world. The negative side of the integration process negatively affects the thought and lifestyle of a part of the population, increasing cyber security issues, transnational crime, and high-tech crime. Therefore, it is necessary to work out effective solutions to firmly protect the national interests, at the same time,
maintaining a stable political and social environment, creating a peaceful environment and favorable conditions for the development of the country.

Cao Duc Thai: Prevention and fight against malicious information and freedom of speech, of the press and access to information
Nowaday, the freedom of speech, the press, the right to access information (including the freedom to use the internet) has been fully ensured in the Vietnamese legal system and policy. These regulations in Vietnamese law are compatible with international human rights law. Cleansing the information environment is necessary to protect the national interests, the
legitimate rights and interests of citizens. Some hostile forces, however, say that doing so is “a violation of human rights”, “strangling freedom of speech”... The article contributes to counter the false misconceptions above.
