Nguyen Duy Bac: The Resolution of the 5th Plenum (the 8th Congress) - Cultural strategy of the Party in the renovation period

After 20 years of implementation of the Resolution of the 5th Plenum of the 8th Congress (1998), Vietnam’s culture has achieved many values, new appearance and cultural nuances, imbued with national spirit, humanism, democracy and science. However, the achievements in the field of culture are not commensurate with the potential and have not had a strong impact on the building of a healthy human and cultural environment... Therefore, it is necessary to continue to innovate the Party’s leadership style and raising the effectiveness and efficiency of state management in the field of culture, attaching importance to the building of culture within the Party and the State apparatus. Each cadre and party member should seriously consider their leadership, direction and management responsibilities, drawing lessons to continue their practice in implementing the Resolution in the coming time.

Truong Ngoc Nam: Communication management in Vietnam in the context of Industrial revolution 4.0

Currently, under the impact of the Fourth Industrial revolution, communication management in Vietnam is facing many challenges including information management issues in an open and virtual space. It facilitates the problem of communication security such as hackers, cyber criminals,... Therefore, the management of communication in Vietnam needs to innovate in term of the way of thinking and management to be modern one; Need to learn the experience of other countries of communication management; Identify the current status of communication development and communication management, which provides an urgent and long-term solution to develop the communications industry and improve the effectiveness of communication management.

Ho Trong Hoai: New manifestations of modern populism

In recent times, populism has taken on new manifestations, becoming a trend in political life, present in every nation. Although it is not a separate ideology, it is sometimes just a slogan, a liberal speech with promises, but it has affected the needs and psychology of a large part of the population. In political reality, it has created enormous impulses, unpredictable consequences to nations and peoples. Therefore, it is necessary to identify it properly to take measures to prevent negative effects of populism.

Le Kim Viet: Organization and operation of the Vietnamese political system and some issues

The socialist political system in Vietnam is a body composed of the Communist Party of Vietnam, the State of the Socialist Republic of Vietnam, the Vietnam Fatherland Front and socio-political organizations working to maintain and to protect the power and interests of the working class, the working people and the Vietnamese people. With three basic characteristics: political unity, democracy and unification, the Vietnamese political system has shown its superiority during the revolution of Vietnam, popularly supported by the people. Besides the advantages, the organizational model and operation of the political system of Vietnam has exposed many limitations and inadequacies such as: the cumbersome apparatus, ineffective operation; The relationship between stakeholders has not been clearly defined, overlapping, not bringing into full play the potentiality and dynamism of the stakeholders ... Therefore, the renovation of the operation of the political system is demanded by the current innovation.

Tran Minh Tuyet: Applying Ho Chi Minh's thoughts to build cultural economics at present

Inherit the thought of Ho Chi Minh, that “the culture must enlighten the way for the people to go”, the Communist Party of Vietnam always considers culture as the endogenous force of the nation, the driving force for economic development. Therefore, investing in culture, increasing “cultural content” in economic activity as well as in all aspects of life is one of the ways for Vietnam to achieve its goal of “the prosperous people,  the strong nation, democracy, justice, civilization” as set by the Party.

Nguyen Viet Thao: Training and updating knowledge for leaders and managers in the new situation

Implementing the Politburo's Regulation No. 164-QD / TW on 1st February, 2013 on the training and updating knowledge for leaders and managers of all levels, Ho Chi Minh National Academy of Politics has coordinated with the revevant authorities to renovate the contents of the training programs, updating knowledge for 4 groups of leaders and managers. As a result, it has contributed to raising the level of political theoretical and professional knowledge; training the capacity of scientific thinking, strategic vision; capacity of leadership, management and practical organization for leaders and managers. The first important results are the precious premise that the Party continues to strengthen this important work, contributing to the "original job" meeting requirement of new context.

Dinh Van Thuy: Bringing into play the role of the Ordinance on the exercise of democracy in communes, wards and townships in building new rural areas

Over the past years, the implementation of the Ordinance on Democracy in the construction of new rural areas has made encouraging progress, contributing to promoting the role and resources of the people in building new rural areas. Apart from the achievements, the implementation of the Ordinance on Democracy in many places is still limited and weak. The authorities are not aware of the right and do not really attach importance to the implementation of the Ordinance on Grassroots Democracy; The consultation of people is formal; Many contents have not been discussed by the people; People's supervision and supervision are not guaranteed... Therefore, solutions to effectively implement the Ordinance on democracy in the construction of new rural areas are needed.

Doan Ngoc Phuc: Public Debt in Vietnam - Current situation and solutions to strengthen management

Viet Nam's public debt remained within the limit approved by the National Assembly. The public debt structure has been adjusted in a sustainable manner. However, public debt has tended to increase rapidly, the ratio of public debt to GDP increased rapidly, foreign debt accounted for large portion; and the efficiency of using public debt is not high... Taking into account the actual state of public debt in Vietnam, the article proposes some solutions such as: public debt accounting according to international standards, control and management of the borrowing of capital should be tighten and balancing the domestic capital sources and foreign capital sources..., in order to strengthen the management and control of public debts, ensuring the capital demand for economic growth and maintaining stability and national development.
