SUMMARY OF MAIN ARTICLES - ISSUE No 8-2018

Tran Van Phong: Theoretical development of the Communist Party of Vietnam on the development of private economy in the renovation period

Over more than 30 years of innovation and development of the Party's private economic theory, there are three fundamental breakthroughs: 1) the 6th Congress of the Party acknowledged new perspectives on the role and long-term position of the private sector; 2) In the 10th Congress, the Party has defined the private economy to be one of the driving forces of the economy; 3) And in the 12th Congress, the Party has developed the view of the private economy is an important motive for the economy. This process of cognitive development is one of the Party’s theoretical contributions to private economic development.

Mach Quang Thang: Some issues of human development in Vietnam

The 12th Congress of the Communist Party of Vietnam (January 2016) listed six key tasks, including the sixth task: “Promoting the human factor in all spheres of social life; Focusing on the ethics, personality, lifestyle, intelligence and work capacity; build a healthy cultural environment”. The issue of human development in Vietnam needs to be viewed in long-term of at least 10 years. What are the key points that need to be addressed to build the Vietnamese people to meet the country's rapid and sustainable development is the question to be answered in the article.

Nguyen Xuan Trung - Tran Thi Thanh Giang: Applying Ho Chi Minh's thoughts to building a contingent of strategic cadres in the spirit of the Resolution of the 7th Plenary of the 12th Party Central Committee

In the Resolution 7th Plenary of the 12th Party Central Committee, the Party has applied the ideas of Ho Chi Minh on cadres and personnel work in building the contingent of cadres at all levels, especially the cadres at strategic level whose quality, capacity and prestige in the par with their position and duty. Successful implementation of this Resolution will meet the requirements of cadres and personnel work in the new situation, contributing important to soon to become a modern industrial country.

Hoang Thi Bich Loan: The viewpoint of land is owned by the whole people, owned and managed by the state - Awareness and practice

Land is a natural resource, a valuable national asset, a special production material and an important resource of the country. Vietnam's economy operates in the model of a socialist-oriented market economy, which requires us to have proper policies on land which suitable to the practical situation. The article focuses on commenting on the content and the issues of viewpoint of land under the ownership of the entire people, representatively owned and managed by the state. Then, it proposes some management recommendations to efficiently use land resources, ensuring stable and sustainable development of the country.

Nguyen Van Luong: Strengthening the coordination between high-level political theory training institutions and cadres management agencies

The relationship between the training institution and the agency of attendance is maintained throughout most of high-level political theory training program, resulting in many achievements. However, there are still some limitations and inadequacies to overcome. The specific solutions to be suggested are: continuing to strictly observe the regulations of the Central; establishing regulations of coordination between units; organizing the examination of learning patterns and maintain the relationship between the training institutions and the agencies of learners; renovating curriculum content, teaching methods and management methods.

Le Ngoc Hung: Theories of migration and its application in policies for ethnic minorities in Vietnam

A dynamic manifestation of social mobility, migration associated with the process of urbanization, industrialization and globalization. Theories of migration are divided into different categories to reflect the different causes of the diverse forms of migration. According to migration theory, rural-urban migration is still the most common form in Vietnam. The main cause of this is employment and income and migration is a very important source of labor supply which is needed for economic growth, urbanization and industrialization. The research and application of migration theory is very important and necessary to reform socio-economic development policies in general and policies for ethnic minorities in particular.

Vu Hoang Cong: Current status of the pilot merger of the Party and State agencies with similar functions and tasks at provincial and district levels in localities

In the direction of continuing the renovation and consolidation of the Party’s organizational apparatus and political system, the Political Report of the 12th Party Congress stated the guideline “Research on the pilot implementation of the merger of a number of party and state agencies with similar functions and task”. This is a remarkable policy, a breakthrough of the Party. The article contributes to the question: What is the theoretical and practical basis of this policy? After the 12th Congress of the Party, how have the local governments been implementing this policy and its result? Should we continue to implement pilot models in the political system? or should we implement this model at all level of the whole country? What conditions do we need to continue piloting?

Le Van Toan: Cultural diplomacy for the development of India

Cultural diplomacy has been successfully used by the Indian Prime Minister Narendra Modi in the process of developing the country and enhancing India's influence on the region and the world. Cultural policy of Narendra Modi with the characteristics (1) India above all; (2) First of all, give priority to the neighborhood; (3) Overcoming historical obstacles; (4) From the rule-taker to the rule-maker; (5) Indians of India; (6) Strengthen cultural links. As a result, from a country seeking to develop, India has become a leading country, from a country that has followed the rules that have become the nation that rules and establishes the agenda in the international arena.

Nguyen Anh Tuan - Vu Thi Thu: The effects of populism on the international communist and workers’ movement today

Populism refers to the range of political approaches to mobilize the support of the public and the masses against government. The populism has been spreading throughout Europe and many Asian countries. For the international communist and workers movement, populism has multiple, complex, positive or negative effects depending on the objective and subjective conditions of the communist and workers’ movement. The rise of populism is both a pressure and a condition for the international communist and workers’ movement to seek and implement the internationalism of the working class with new contents and forms.
