Truong Ngoc Nam: The Party’s content and mode of ruling - Some theoretical and practical issues

The Party’s 11th and 12th Congresses required the clarification of the contents, measures and modes of ruling, as well as the requirements for an effective and stable ruling of a sole Party. The article focuses on clarifying the issues pointed out by the Party, including the theoretical awareness of the contents, measures and modes of ruling; the theoretical and practical comparison between ruling models of some political parties in the world; from which, the theoretical achievements and the shortcomings can be found in order to fully promote the Party’s ruling in the new period.

Duong Thi Tuoi: Quality assurance in building the legal framework in Vietnam today

After implementing the “Strategy for building and completing the legal system of Vietnam toward 2010 and orientation to 2020” following the Politburo’s Resolution No 48/NQ-TW dated May 24, 2005, the legal system of Vietnam has gradually completed to meet requirements of the national development. However, impacts of international integration and the Fourth industrial revolution on the socio-economic situation have caused many changes, which require further completion of the legal system. The article clarifies factors to ensure the quality of building the legal framework and measures to ensure the quality of building the legal framework in Vietnam.

Tran Thi Huong: Developing green economy in Vietnam in the context of global climate change

In the context of the environmental pollutant and exhausted natural resources caused by the “brown economic model”, the developing countries have gradually changed to “green economy”. Greenizing the development is identified as the measure for sustainable development in the context of climate change. Vietnam is one of the countries which is greatly impacted by the global climate change. The promulgation and operation of the National strategy on green growth and the National strategy on climate change with vision to 2045 are manifestations of the Party’s and State’s political will in developing green economy together with the sustainable national development.

Vi Tien Cuong: Training civil servants based on capacity framework in the context of the Industrial Revolution 4.0

In the context of the Fourth industrial revolution, the training and fostering of officials need to be altered based on identifying the requirements, organization and assessment of training. To identify the right objects and curriculum, it is essential to base on the capacity framework of the job position, from which, managers and leaders can easily find out gaps in knowledge, skill and attitude to be supplemented and retrained in order to meet the requirements of the officials’positions at the moment and in the future.

Le Van Loi - Dinh Ngoc Quy: Comrade Hoang Dinh Giong dedicated his whole life for the revolutionary cause of the Party and the nation

Comrade Hoang Dinh Giong (1904-1947) was one of the outstanding senior communists since the early period of the Party building; he had many great devotions to the Party and revolution of Vietnam. During the hardship of revolutionary operation, being arrested by the enemy, being jailed, he always upheld the unyielding communist spirit, turning the imperialist prison to “the revolutionary school”. He always excellently fulfilled the missions assigned by the Party, fighting and sacrificing until his last breath for the independence and freedom of the Fatherland and the happiness of the people. He left a noble role model as an exemplary communist for generations.

Trinh Hong Hanh: Provisional revolutionary government of the Republic of South Vietnam in the struggle for unify the country

50 years ago, in June 1969, at the Southern People’s assembly, the Provisional revolutionary government of the Republic of South Vietnam was formed. That was the general united government, which upheld the Southern revolution’s flag of independence - democracy - peace - neutrality to unify forces to fight against American imperialists. That government was the supreme power agency which represented the Southern revolution, working to strongly promote the position and role of internal and external affairs, representing the will and aspiration of the people in South Vietnam, fighting for the cause of liberating the South and unifying the nation.

Nguyen Minh Phuong: Assessing the performance of state administrative organizations and public service delivery units in Vietnam

Enhancing the capacity and effectiveness of the operation of state administration and the quality of public service agencies is one of the key missions in building the transparent, strong, modern and professional administration, contributing to boost socio-economic development and promote people’s livelihoods. The article analyzes the perspectives of the operation effectiveness of state administration agencies and public service agencies, and proposes orientation to complete the assessment of the effectiveness of those agencies in Vietnam today.
