(LLCT) - The Ho Chi Minh National Academy of Politics (HCMA) solemnly held its 65th Anniversary and received its second Ho Chi Minh Medal on 24 September 2014. General Secretary of the Communist Party of Vietnam (CPV) Nguyen Phu Trong attended the ceremony and made a speech in which he confirmed the importance of the HCMA in training personnel in leadership and managerial positions and conducting research into political theories for the Party and State. Ho Chi Minh National Academy of Politics to uphold its 65-year tradition and innovate to meet Party’s requirements in new period

(LLCT) - The 65th anniversary of the Academy is an occasion for its entire staff to look back on their careers and pay their gratitude to their predecessors who laid foundations for its traditions. This is also an opportunity for them to think about the fine values of the Academy and to express their determination to promote such values in the time to come. It is hoped and believed that the Academy, given the sense of respon-sibility and effort among its staff, will make even more significant contribu-tions to the cause of making Vietnam a more prosperous and happier country.

(LLCT) - The main points of Marx’ and Engels’ theories of socialism include eradication of human exploitation, class and ethnic oppression, inequality by abolishing private ownership of productive materials, and establishing public ownership in order to bring about economic development and good lives for the people. The ten solutions they put forward in the Manifesto of the Communist Party published in February 1848 focused on fulfilling the objectives of socialism. They criticized reactionary socialist movements including feudalist, petite bourgeoisie, and capitalist socialism. This proved the need for a corrected perception of socialism as a scientific branch. F. Engels emphasized that if socialism was to become a science it had to be, first and foremost, based on realities(1).

(LLCT) - Ho Chi Minh’s ideas of a law-ruled State were inspired by the theory and practice of building law-ruled states in the East and West. He also learned from the fundamental principles of Marxism - Leninism of State-related issues. His ideas covered the following points.

Protecting and exercising human rights in Vietnam under global integration context

Under the context of international integration, the protection, implementation and fostering of human rights in Vietnam are facing favourable conditions but also certain challenges, including the lower-middle development level as compared to the world, the high ratio of people with disability, the prevalence of subversive forces... Vietnam's orientation and solutions to these problems in the upcoming period include: to actively take part in international conventions and forums on human rights at global and regional levels; to continue improving the legal framework with the aim of "a prosperous population, a powerful, democratic, fair and civilized nation"; to improve the legislation for human rights protection; to promote international cooperation and to enter into dialogues on human rights and, at the same time, to combat unreasonable requests and arguments from outside; to actively engage in international economic integration, using economic power as the long term and basic foundation for improving human rights.

The Marxist - Leninist theory on the Communist Party had been going through the forming and developing process with its basic attributes as the revolutionary and scientific nature; required communists to master it in practice and at the same time to know how to apply it creatively to each country’s historical conditions. Lenin instructed that, “We not at all regard Marx’s theory as something fully completed and inviolable; in the contrary, we believe that it has only laid the foundation for a science that the socialists need to further develop it in all aspects, if they do not want to lag behind life.”(1)

In the Testament - a priceless historical document of Vietnam’s Party and people - Ho Chi Minh affirmed “Our Party is a ruling party. Each party member and cadre is really imbued with revolutionary ethics and really industrious, thrifty, honest, righteous, public-spirited and selfless. We have to preserve the Party’s transparency, to be worthy as a leader, a loyal servant of the people”(1). This is a case where Ho Chi Minh officially used the term “ruling party” to Communist Party of Vietnam.

At the 24th session of the General Conference in Paris, the UNESCO approved Resolution 24C/18.65 on the 100th birth anniversary of President Ho Chi Minh, honoring him as a Hero of National Liberation, eminent culturist of Vietnam. Celebrating the 120th Birth anniversary of the President, Chief Representative of the UNESCO Office in Hanoi, Ms. Katherine Muller Marin said: “I am here today to fulfill the mission of the Resolution adopted by UNESCO General Assembly at its 24th Session in Paris in 1987, on the Birth anniversary of President Ho Chi Minh, the national hero and a great culturist. The General Conference considered that international celebrations on the birthdays of eminent intellectual and cultural personalities would contribute to reaching UNESCO’s objectives and to greater international understanding.“(1)
