The article clarifies the Party's viewpoints and the State's policies on ensuring basic social services, points out the current situation, and thereby proposes solutions to ensure basic social services for the next time.

Doan Thu Anh: Legal system for digital transformation in Vietnam today

Vietnam is in the process of rapid digital transformation, with the goal of leveraging technology to promote the country's development. A solid legal foundation is considered an important factor to achieve the goal of the National Digital transformation program in 2025, with a vision to 2030, including the development of three pillars: digital economy, digital government and digital society. The article introduces an overview of the legal system supporting digital transformation and proposes some recommendations to promote the digital transformation process in our country in the near future.

Nguyen Minh Hoan: Rejecting arguments that distort the implementation of social justice policies in Vietnam

Vietnam's development achievements in the innovation process have proven the immortal value of Marxism - Leninism, including the value of social justice. The highlight of the Communist Party of Vietnam's theoretical creativity on social justice is that it always cares about the people, leaving no one behind, on the basis of equality and fairness in development opportunities. This theoretical and practical achievement has refuted wrong and hostile views that deny the achievements of building socialism in Vietnam.

Nguyen Thi Truong Giang: Building a people's security posture associated with the movement of all people to protect the Fatherland in cyberspace

In the current context, building a people's security posture in cyberspace, mobilizing the political system’s and the people’s strength to participate in protecting cybersecurity and preventing cybercrime, neutralizing bad and toxic information and countering distorted arguments in cyberspace is the most appropriate form of struggle. The article clarifies the challenges and proposes some solutions to build a people's security posture associated with the movement of all people to protect the Fatherland in cyberspace.

Tran Hoang Khai: Bac Lieu Provincial Party Committee leads the fight againstwrong and hostile views in cyberspace

Fighting to protect the Party's ideological foundation and countering wrong and hostile allegations in cyberspace is both an urgent issue and a regular and basic task of the entire political system. The article discusses the leadership and direction of the Bac Lieu Provincial Party Committee in the fight against wrong and hostile allegations in cyberspace and proposes some solutions to strengthen these activities in the future.

Le Van Dinh: Da Nang City with social welfare programs

The correct and fair social policies for people are a strong driving force to promote all creative abilities of the people in the cause of building and protecting the Fatherland. In recent times, Da Nang city has issued many breakthrough social policies, imbued with humanity, many solutions to ensure social welfare, improve the quality of people's lives, and gradually shape the city’s culture, trusted and supported by the people. The article summarizes the social welfare programs "5 no", "3 yes" and "4 safe" - forming unique values and identities, consistent with the traditions and culture of Da Nang people.

Nguyen Thi Mien: The role of collective economy and solutions to promote and develop in the new context

After nearly 40 years of innovating the economic management mechanism, the collective economy is gradually becoming an important element of our country's economy. However, in recent times, there have been some skeptical and denial opinions, and even demands for the abolition of collective economics. Based on the analysis of the role and necessity of the collective economy, the article refutes arguments denying the role of the collective economy in Vietnam today, and proposes a number of solutions for development of collective economy in the new context.

Bien Quoc Thang: Resolution No. 98 of the National Assembly with specific mechanisms and policies to promote Ho Chi Minh City's rapid and sustainable development

Based on the goals and vision of developing the country until 2045 and especially the direction and tasks of developing Ho Chi Minh City until 2030, vision to 2045 and the development requirements, the National Assembly has issued Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies to develop Ho Chi Minh City. The article clarifies the need for implementation and some basic contents of Resolution No. 98, at the same time, proposes some solutions for effective implementation.

The great victory of the resistance war against the US to save the country was the combined result of many factors, including the great contribution of the National Front for the Liberation of South Vietnam in gathering and mobilizing members of the anti-American resistance forces and their henchmen. The article analyzes the role of the National Front for the Liberation of South Vietnam and promotes the great national unity in building and protecting the Fatherland today.

Nguyen Trong Binh: Basic requirements for leadership thinking - from practice in Quang Ninh province

The thinking of the leader is the factor that governs all leadership activities, and is also the factor that directly affects leadership effectiveness. For leaders in the public sector, leadership thinking not only affects the performance of the public sector, but also directly affects the people’s live and interest. Therefore, issues of the basic requirements of leadership thinking, the path to fostering leadership thinking capacity, are always an issue of theoretical researchers’, leaders’ and managers’ concern. The article mentions some basic requirements for leadership thinking, and at the same time relates the assurance of these requirements to the practice of leadership in socio-economic development of the Party Committee of Quang Ninh province over the years.

Truong Thi Kien: The press contributes to preventing and combating negative behaviors - From cultural access

During his lifetime, President Ho Chi Minh always considered the press a sharp weapon in the fight for national independence and building a new life for the people. He always reminds the press to promote its role in preventing and combating corruption, waste and negativity. Each journalist and each press agency has a responsibility on the front of preventing and combating negativity, "protect the righteous, exorcise evil”. The article addresses the role of the press and proposes ways to enhance the press's responsibility in preventing and combating negativity - viewed from the perspective of press culture.

Trinh Van Tung: The European Union's experience in public service innovation, organization and management

In providing public services, the European Union affirms the particularly important role of the state, the high social nature of the public service system; identifies goals aimed at the satisfaction and trust of citizens and public service users; creates conditions to maximize the autonomy, creativity and self-responsibility of public service providers. The article studies the European Union's experience in innovating the organization and management of the public service delivery system, drawing reference value for Vietnam.

Au Thi Tam Minh: Preventing and combating corruption in the non-state

Today, corruption is not only limited to the state sector but also expands to the non-state sector with many complex manifestations and negative consequences for society. The Law on Prevention and Combat of Corruption in 2018 expanded the scope of regulation to the non-state sector, changing the previous notion that corruption prevention and combat was only set in the state sector. However, preventing and combating corruption in the non-state sector in Vietnam still has many limitations and difficulties. Therefore, consulting the experiences of some countries such as Denmark, Japan, and Singapore is very meaningful for Vietnam.

Nguyen Thi Ngoc Anh: Policies of the Chinese Party and State towards ethnic minorities during the reform period

China is a multi-ethnic country, in addition to the majority Han ethnic group, there are also 55 ethnic minorities. Therefore, the effective formulation, promulgation and implementation of ethnic policies is especially important for the stability and sustainable development of this country. The article briefly introduces ethnic minorities and the content of China's ethnic policy during the reform period and the results achieved during the implementation of this policy system.
