(LLCT) - In order to improve the quality of education and training, a correct conception about teachers' status and the institutionalization of the conception into the regulations plays an important role, which has an impact on the quality of education in many countries. Global and Vietnamese concepts of teachers' status share many similarities while possessing many differences as well. Vietnam needs a synchronous solution to continue affirming and raising teachers' status (regarding remuneration, salary, education - training, and working environment) to contribute to fundamental and comprehensive reforms of education and training.

Renew the training and fostering activities for cadres and civil servants in Vietnam today

(LLCT) - To enhance the quality and efficiency of training and fostering activities for cadres and civil servants in Vietnam today - in order to train a clean, strong, professional, and modern contingent of cadres and civil servants - it is necessary to continue to research the comprehensive and synchronous renewal of our country and review the awareness, procedures, program content, training, and fostering methods we use. We must also review the organizational structure of the training, keeping in mind the recent changes including: consolidation, re-organization of the system of training and fostering facilities, and decentralization of management. Important steps that still need to be taken include building up of a contingent of lecturers, a review of mechanisms of financial management, and prioritizing international cooperation in the training and fostering of cadres and civil servants.

University autonomy is inevitable for the fundamental and comprehensive innovation of education in Vietnam

(LLCT) -  The concept of university autonomy globally reflects the transformation of the state-to-university relationship in the spirit of upholding the academic freedom of the university and less direct interference of public administratives into university governance on organization, finance, and personnel. In Vietnam, the concept that university autonomy means self-responsibility is experimentally implemented by more than 20 pilot universities in six areas: organization and personnel, finance - property, training, science - technology, international cooperation, and quality assurance education. In spite of many difficulties, the initial positive results have proved the correct policy of university autonomy.

(LLCT) - The Party and State of Vietnam have determined that university autonomy is a vital component of society, and public universities have to associate training goals with the demands of society and the labor market. However, reality has shown that there have not been a lot of changes in the administration and operation capacity of leaders and managers in public universities. Therefore, the system for training and cultivating leaders and managers of universities should be innovated to improve their administration and operation capacity and to meet the requirements of the labor market and increasing demand for training quality.

Building outcome standards for training programs in Ho Chi Minh National Academy of Politics

(LLCT) - The establishment of outcome standards for training programs and disciplines is one of the important solutions to improve the quality of training. Outcome standards form criteria for assessing the quality of university and training programs. In Vietnam, since 2010, the Ministry of Education and Training has instructed training institutions to develop and issue outcome standards requirements for all training programs. The Ho Chi Minh National Academy of Politics has determined that it is imperative to develop its program outcome standards, thus reflecting its responsibility in training and fostering cadres, managers and Marxism - Leninism.

(LLCT) - The field trips of six refresher courses for reserve high-ranking cadres attained remarkable results with regard to their objectives, tasks, contents, locations, duration and organization. As a result, the trainees received useful knowledge and proposed practical recommendations for socio-economic development in their localities. In order to make these field trips more effective for the upcoming courses, it is necessary to diversify the locations for field trips; build up plan for clearly assigned tasks; strengthen discipline and order in fieldwork; and renovate the method of evaluating the fieldwork findings.

(LLCT) - In 1984, the Director of the Nguyen Ai Quoc Supreme Party School (Ho Chi Minh National Academy of Politics now) decided to establish the Section of Socialist Culture for training and cultivating the Party’s cultural theory, culture and literature - art guidelines for the contingent of key leaders and managers. In 1989, the Section of Socialist Culture was upgraded into the Faculty of Socialist Culture.
