The worldwide historical mission of the working class: Sustainable value and some issues to be supplemented and developed in accordance with the current context in Vietnam

(LLCT) - To discover the worldwide historical mission of the working class is one of Karl Marx’s three great discoveries, the concentrated manifestation of the scientific and revolutionary values of Marxism, and the most important theoretical basis for socialist-oriented development in the world and in Vietnam. Since the Communist Manifesto (the first work which condensely presented the theory and historical mission of the working class and their practical activities) was published in 1848, Communist Parties and progressive peoples around the world have affirmed the sustainable values laid out in the work and provided new data to supplement and develop some theoretical points made by Karl Marx on this issue.

(LLCT) - Over 20 years of implementing the Resolution of the 5th Plenum of the Party Central Committee (8th tenure, 1998), Vietnamese culture has achieved a lot of new values and developments that are imbued with national, humane, democratic, scientific and popular spirits. However, the achievements in the field of culture have not been matched with the available potential and have not had strong influence on building up the people's healthy cultural environment. Therefore, it is necessary to further renovate the leadership of the Party and improve the efficiency and effectiveness of State management over culture, focusing on building culture inside the Party and the State apparatus. Each executive committee, authority, union, staff and Party member needs to seriously consider their responsibilities in leadership, direction and management, as well as draw on their experiences to implement the Resolutions well in the coming period.

(LLCT) - Investment capital plays a vital role in the socio-economic development of each and every nation. Since the 1950s, the UN economists have considered capital shortage an important limitation in the economic growth of developing countries(1). As a developing country which is undergoing industrialization with limited resources, the efficient investment capital mobilization and utilization becomes a decisive factor directly affecting Vietnam’s economic growth in the current period.

(LLCT) - In the new context, in spite of encountering multifaceted impacts, Vietnam - China relations are based on friendly cooperation with the motto “Friendly neighbourliness, comprehensive cooperation, long-lasting stability and looking forward to the future”. The two countries agree to be “good neighbours, good friends, good comrades and good partners”. In that spirit, in 2008, the two countries established a comprehensive strategic partnership. The two sides have established many exchange and cooperation mechanisms between the two Parties, States and National Assemblies and among Committees, Ministries, branches and socio-political organizations from the central to local level and synchronously deployed in many important areas.

Safeguarding sovereignty over Vietnam’s sea and islands in the new contexts

(LLCT) - With an important geographical position, Vietnam plays an important role in balancing integrating forces in the region and the world, and consequently is facing the “courtship” of several powerful countries. In the context of strategic competition among powers, especially the increasing competition between China and the US, Vietnam strategic value and bargaining power with China’s potential rivals will increase accordingly. While strategic bargaining will allow Vietnam to develop and gain justification and protection from big powers (especially regarding the safeguarding of sovereignty and territory), it may also pose threats in the context of increasing competition among powers.
