Abstract: The Northwest region holds a strategic position in terms of socio-economic development, national defense - security and foreign affairs of Vietnam, it is home to more than 20 ethnic minority groups with diverse historical origins and social and cultural characteristics. To develop the Northwest region, developing human resources for ethnic minority groups is one of the critical and urgent tasks. The article gives an overview of the region and ethnic groups, and analyzes the psychology and characteristics of ethnic minority groups, and ethnic prejudices related to the required characteristics of quality human resources. These are important features that need to be considered upon developing and improving the quality of human resources of ethnic minority groups in the Northwestern provinces in particular and ethnic minority areas in Vietnam in general.
