Le Quoc Ly: Renovating state management on economy adapting to international integration and Industrial Revolution 4.0

The international integration and industrial revolution 4.0 have opened new opportunities for Vietnam. Therefore, to seize the opportunities, Vietnam needs to renovate and renew comprehensively, including renovating the state management in economics. Otherwise, Vietnam will be left behind without any fast and sustainable development. State management in economics in compatible with international integration and the industrial revolution 4.0 is the right and necessary direction for the current period.

Duong Xuan Ngoc: Realistic socialism: Achievements, crisis and prospects

The realistic socialism was born after the victory of the Russian October revolution (1917). After 1945, it has become the world socialist system. Throughout over 70 years of existence, socialism gained great achievements for the mankind’s peace and progress. Due to many reasons, realistic socialism in the Soviet Union and the Eastern Europe fallen into crisis and collapsed in the early 1990s. The collapse does not mean that socialism has been tolled as the plot of anti-socialists, but is merely the collapse of a certain socialist model. Together with the success of the renewal and reform of China and Vietnam and the recover of Communist parties in former socialist nations, the “21st century Latin-American model” is manifesting a new socialist development trend of the mankind.

Nguyen Thu Hang: Educating human rights for students in the context of international integration

Facing the context of international integration in education, especially undergraduate education, the education and orientation of the fundamental rights and obligations of citizen has vital meaning for students of colleges and universities. Educating human rights aims to orient students and clarify the noble humanity values, the common voice, the common missions of the mankind to protect and promote human’s dignity and happiness. By analyzing the importance, the article suggests measures to promote student education of human rights in the context of international integration.

Most countries in the world have multiple ethnic groups living together with different histories, cultures, languages, religions and beliefs, etc... Managing ethnic groups with all the differences is the issue of all nations. Currently, the world has various models of state management of ethnic group, which needs profound research.

Lam Quoc Tuan, Luu Thuy Hong: Promoting democracy, publicity and transparency - Solutions to prevent and fight corruption in personnel work

President once said: “Personnel work is the root of all works”. Fully grasping the idea, throughout the leading process for national development, the Party and State of Vietnam have attached importance to the personnel work with one of the central missions of strengthening, consolidating the personnel force both in quantity and quality; at the same time, promulgating regulations to standardize and develop the leaders at all levels. However, reality of the personnel work has posed numerous problems, which negatively affected the national developmental process. In the framework of the article, the author focuses on explaining the democracy, publicity and transparency in personnel work, which is an important and fundamental measure in preventing and curbing corruption in the current personnel work of Vietnam.

Phan Thi Hoang Mai: An Giang actively implements the unified model of secretary position and chairman of communal People's Committees

The implementation of the unified model of party secretary and chairman of the communal people’s committee is one of the pilot programs in renovating and rearranging the apparatus of the political system in accordance to the Resolution No 18-NQ/TW issued by the 6th Party Congress (12th tenure). Implementing the guideline, An Giang is one of the localities which was chosen for the pilot program.

Beside the initial results, this is a great and sensitive issue, relating to the organization and operation of the political system. The positive and negative sides of the model have not been fully revealed. Therefore, it is necessary to continue the pilot program to contribute to the theoretical summary of the model.

Vu Hoang Cong: Civil servant system and civil servant training with the development of Korea

South Korea has been known as one of the Asian dragons, from a poor country, in just four decades, South Korea has become a member of OECD group, with many socio-economic indicators ranking among the top of the world. Contributing to the success are national leaders and the advanced and effective system of civil servants. Such values of South Korea are role models for other countries. The article is the summary of the official trip to study and exchange experience in civil servants training of the Assembly of Vietnamese agencies and sectors to South Korea in November 2018.
