- Mach Quang Thang: Maintaining the Party’s discipline in the spirit of President Ho Chi Minh

In his career, President Ho Chi Minh frequently concerned about the issue of Party building in terms of ethics. That was clearly reflected in his final work: “Improving revolutionary morality, eradicating individualism” on the occasion of 39th anniversary of the foundation of the Communist Party (3-2-1969). Grasping his ideology, the issue of maintaining Party discipline must be attached to fostering revolutionary ethics and fighting against individualism; officials and party members must be responsible in acting against corruption, wastefulness and bureaucracy.

Being published on Nhan Dan newspaper on 3-2-1969, Ho Chi Minh’s “Improving revolutionary morality, eradicating individualism” was the summary of theory and practice of Party building in terms of ethics. This work is the ideological foundation and orientation for the current work of Party building. Thus, to boost the national revolution, especially in the crucial times, it is essential to attach importance to Party building in terms of ethics. Also, building must be attached to struggling in the course of upholding revolutionary ethics, eradicating individualism, preventing corruption, “self-evolution” and “self-transformation” among officials and party members.

- Tran Van Hai - Tran Hai Minh: The humanity of Marxist theory and its epochal meaning

One of the most remarkable values that create the vitality of Marxism is its humanity. Marxism is the blend of humanistic, scientific and revolutionary factors attached to the cause of liberating the proletarian class and humanity from oppression, exploitation and protecting basic human rights, especially the laborers in the society. K.Marx’s humanity is the factor that creates the new vitality for Marxism in the current times.

- Truong Thi Thong - Nguyen Van Thang: Building a contingent of leaders and managers of provincial political schools

Provincial political schools play an important part in cultivating and training officials for the grassroots-level political system. For better operation of the schools, the contingent of leaders and managers of provincial political schools should be formed synchronously and comprehensively. In the past years, the Politburo and the Party Secretariat, and provincial Party Committees have oriented through important guidelines and policies to build the contingent of leaders and managers of provincial political schools to meet requirements of different periods.

- Le Thi Thuc: Senior civil servants training in the French Republic and some experiences for Vietnam

Training of leaders and managers is extremely important work. In the context of comprehensive promotion of the national renovation and international integration, learning and exchanging international experiences on civil servants training have become necessary. This article introduces the experience of training of senior civil servants of the French Republic and some suggestions for Vietnam in training of leaders, managers in general and strategic officer in particular.

- Nguyen Manh Ha: The features, causes and objectives of the attack on the Northern border of Vietnam (February 1979)

In the history of revolutionary struggle, especially during the two resistance wars against the French colonialists and the American imperialists by our people, the Chinese Party, Government and people have given great support and help from Vietnam. However, after the reunification of Vietnam, China has intensified its propaganda activities, provoking the psychology of national hatred, armed provocation, encroachment of land... causing tension and complex between the two countries, which culminated in the attack of Chinese troops on the Northern border of Vietnam (February 1979). The article aims to clarifying the features, causes and objectives of this attack.

- Tran Nguyen Tuyen: Enhancing the competitiveness of Vietnamese small and medium enterprises in the context of international integration

Over the past few years, Vietnam’s small and medium-sized enterprises have made important contributions to the country’s economic development: accounting for over 40% of GDP, creating jobs for about 62% of the country’s total labor force. However, small and medium enterprises in Vietnam have many disadvantages, such as: low capital, low management level, manual labor, using outdated and uncompetitive production technology lines.... Therefore, to improve the competitiveness of this type of business, it is necessary to create a favorable business and investment environment; support small and medium enterprises to innovate, create, modernize technology and develop human resources, improve labor productivity; improve the effectiveness and efficiency of state management.
