Le Quoc Ly: Marxist-Leninist theory ensures the harmony between economic growth and social distribution and justice
Economic growth, distribution and social justice are socio-economic categories that intimately linked together and have interdependent relationship. In particular, economic growth is a decisive prerequisite to ensure the increase of social material wealth, ensuring the distribution and social justice and vice versa. The theory of Marxism-Leninism on ensuring the harmony between economic growth, distribution and social justice is still valid in current socio-economic development.

Phan Trong Hao: The Party’s theoretical development on cultural building in politics - economics and the relations between economic growth and cultual development for social progress and justice
Studying of culture in economics and culture in politics is to study the role of culture in economic development and building politics. Over the past time, our Party regularly paid attention to cultural building in politics- economics and the relationship between economic growth and cultural development for social progress and justice. Especially over 30 years of renovation, the development of the Party's theory on cultural building in politics and economics, the relationship between economic growth and cultural development for social progress and justice have been constantly perfecting.

Le Ngoc Hung - Bui Thi Phuong: Public universities become corporations: World models and reality of Vietnam
In the trend of fundamental and comprehensive reform of Vietnamese education in general, university education in particular, the understanding of three models of public university become corporation in Malaysia, Japan and Canada can Help clarify the manifestations of this trend in Vietnam. Although the term “university become corporation” has not yet been institutionalized in legal documents on education, it is still possible to find elements, characteristics, and properties of “university become corporation” in governance practice. Public universities become corporation are being shown to meet the needs of social development.

Ngo Thi Ngoc Anh: Development of high-quality human resources in 2011-2020 and orientations for 2021-2030
Human resource development is one of three breakthroughs to achieve socio-economic development objectives in the Socio-Economic Development Strategy in the period of 2011-2020. After nearly 10 years of implementation, besides many achievements, there are many limitations in term of structure and quality of Vietnamese human resource. The article is going to analyze achievements and limitations in the development of high quality human resources in Vietnam in the period 2011-2020, and proposes the direction of developing high quality human resources in the coming time.

Nguyen Hoang Ha: Assessment of the legal execution on labor relations in Vietnam
The 2013 Constitution has progressive regulations on labor and labor relations. The article provides an in-depth analysis of the current status of law enforcement on labor relations in the spirit of the 2013 Constitution at the same time, proposes an effective implementation approach to the law of labor relation. In addition, the article is going to focus on the practical basis to improve the legal regulations to renovate the organization and improve the operational capacity of the representative organization of employees, employers' representative organizations and state management agencies as well as improving labor arbitration institutions and labor courts to promote a stronger, progressive, harmonious and stable working plan in the coming time.

Dang Quang Dinh: Struggling against viewpoints negating the historical mission of the working class and the working-class nature of the Communist Party
Since its founding, the communist party - the vanguard of the working class has affirmed its great role in leading the revolutionary cause. In some countries, the communist party has become a ruling party and increasingly demonstrates the correctness of the theory of Marxism-Leninism. Currently, some claims deny the role of the communist party, denying the historical mission of the working class to revise Marxism-Leninism and denying socialism. Therefore, analyzing the scientific basis of the historical mission of the working class, the role of the communist party will contribute to protecting and developing Marxism-Leninism.

Le Hai Binh: Mekong River Commission - Realities and prospects
Currently, in cooperation mechanisms in the Mekong sub-region, the international Mekong River Commission (MRC) is the only organization that functions to develop a legal framework aimed at promoting cooperation in the sustainable use, development and protection of water resources. In recent years, MRC has achieved many positive results, contributing to promoting development in member countries, strengthening cooperation between members and with the two upstream countries, China, Myanmar and many other partners. However, Mekong cooperation in general and the role of MRC in particular are facing many challenges, both due to subjective and objective reasons, and needing substantial reforms to play a bigger role.
