Abstract: Cultural background, including elements of political culture, debate, strategic vision... is one of the most important factors contributing to constituting the quality of strategic leaders and senior managers. The article analyzes the importance of training, self-study, practical learning, and lifelong learning of leaders and managers to have enough knowledge, vision, and bravery to plan directions and successfully organize practice.
