Abstract: Vietnam has gained outstanding achievements in expanding education opportunities for everyone, thereby increasing the ratio of laborers with professional and technical training and higher education qualifications in the labor force. However, Vietnam’s education is still facing the problem of inequality in education opportunities and the low development speed of high-quality human resources. From the systems theory approach, a suggested solution is continuing to carry out the fundamental and radical renovation of education and training, promoting universal education, building a learning society, and developing the lifelong learning capacity for everyone.
